I'm getting around 60-7
0% gpu usage in MW Cold War with avg frames between 80 to under 110fps.  I've tried using DDU to fully remove nvidia drivers and then i'll see 90+% usage and very high frame rats 100+ easy then eventually gpus usage drops aswell as frames while temps are still between 60s to low 70c.  No issue with Moder Warfare for example.  Anyone with RTX3090 experiencing the same?  I have the latest OC bios installed on the RTX 3090 FTW3 Gaming.

Yes, Cold War I can only get up to 80 - 92% usage with my 3080 XC3.
 
That game hits the CPU surprisingly hard.

As a frame of reference, I tried playing multiplayer and even DLSS to ultra performance but my FPS wouldn't go higher than around 120 or so, with low GPU usage.  The guy I sold my video card to brought his PC over to test it.  We plugged it into his system and when he did the same thing with the same game, he was getting over 200fps.  His CPU was the new Ryzen 5950x.  My CPU is an i7 6950x at 4.3GHz.  So CPU seems to matter a lot.

Try raising the internal resolution of the game in settings and see if it increases your GPU usage.  If your GPU usage goes up to 95-100% then you know the problem isn't with your GPU, but a bottleneck elsewhere, like your CPU.  For example here's a CPU usage graph for a 9900k:

Black Ops Cold War is very CPU intensive in the higher FPS ranges.  In particular, some areas are worse than others.  Like that tent area and the helicopter mission right after.  Those just run like trash no matter what.

What CPU?

Turn off Ray Tracing as it isn't fully optimized and causing issues. on my 3080 xc3 I went from 60-80 fps to to 180-220 ish depending on where I was.

My card is being bottle necked by my CPU.

It could be your CPU, but that's most everyone's CPU. If you run in 1440p, with DLSS on, your rendering at a lower resolution and upscaling (I Believe, the coffee hasn't kicked in yet). If you look at most games for most benchmarks on a 3090, the 1080p benchmarks are near the 1440p benchmarks because the 3090 is greatly cpu limited in 1080p (or 1440p dlss).
 
You are probably better off in most cases, just running 1440p without DLSS or eyeballing 4k with dlss.
