So what fixed stuff for me is this..

Head over to NVIDIA Inspector, turn off CUDA P2 State
Power management on Prefer maximum Performance.

Download msi mode Utility (it's not MSI),

and run it as an admin, you'll then see your card ticked with a - number
On the right side there'll be a "Undefined" something tab, open it and set it to High and apply the settings.

Afterwards go over to here:

Run this as an admin too
press N in your keyboard to find your RTX 3080
it'll shout an error, just press ok

Press on "Set mask", choose CPU 8 and 9
Set mask, apply, restart device driver? Yes.

And then close the program and run the game again.. tell me if it works?

Also Hardware scheduling seems buggy, so turn it off too.
It's inside Graphics Settings on Windows 10.

Those settings were made on the RTX3090, on Warzone I'm getting 180-200, at times I get 140 160.. that's on 1080p
Performance is quite the same with 1440p.

In multiplayer I get 300+, depends where tho cuz it dips to 260-270 at times.
Whether if I'm Low or High the FPS is the same.

But yeah, it's weird.. Warzone is so CPU demanding mode..

Weird.. and reseating the GPU? I don't think you need to.. maybe run DDU and install the drivers again..

Weirdly enough I got rid of my cpu overclock and it jumped up to 150 fps but still at medium settings 
 

Well is anyone else experiencing this too? I'm getting lots of lag spikes, like micro stutters.. going from 120-140 to 160-170 and get back to low 120~, It microstutters too..

I'm debating whether if I should format my PC and whatnot, but it's insane.. I can get 200+ fps but I lag lol why

Yes, the previous drivers said this was a problem from the last set -  definitely try the new ones for today 457.30

I was wondering if anyone one else are having relatively low fps in warzone. Im getting about 120 fps at medium setting on warzone at 1440p. Getting about the same fps as me playing at 4k. 
Setup:
i9-9900k @ 5.0ghz
Rtx 3080 FTW3 ultra
32 GB @ 3200mhz

skip to 4:02 for steps its really simple. So after looking at that file  notice if your renderworkercount = 8

Can you elaborate more on this? I'm having the same problem and I don't understand your solution. I have an i5 8400 with the X3 ultimate evga

Mine is 3200MHz and I can OC it to 3600MHz but there's not much of a difference.
 
Either way, I fixed this issue by following a performance guide made by a guy named Fr33thy on youtube, I watched his latest video about optimizations for the new Windows Update 20H2, you can go ahead and watch his video but beware that it disables services so watch the video thoroughly.
His methods improved my 0.1% lows and 1% highs (Meaning it improved the frametimes I get in each frames, which means it eliminated SOME of the stutters but the FPS is STILL the same).
 
I am limited by my CPU's capabilities, I have an i9 9900K and those who can get well over 220-250fps have either the Ryzen 5800X or the i9 10900K, so I'm out matched.
I know this because I built a 5800X system with a 3090, and I am getting well over 220-250fps on Warzone in 1080p.

hey guys im having a similar problem i guess, my gpu usage is always low, never saw it go higher than 70% on warzone. in benchmarks its really good though

i7 10700k
evga rtx 3080 ftw3 ultra
msi mag z490 tomahawk
16gb ddr4 2400mhz 
850watt 80+gold power supply

Here is problem in your ddr4 memory. You have to chandge it to more mhz. At least 3200mhz. Or more.
