This RTX 2080 Ti XC Gaming is stuck at 1350MHz and will not clock up to base or boost at all. Overclocking is impossible, and trying to boost clocks results in hard crashes, crashes to desktop, or system locks and black screens.

Yes we are aware of this particular card and working to find the exact root cause. I can tell you this is extremely rare (and actually the only case I know of today on RTX 2080 Ti) that was not fixed with a reflash. I only know of one other situation like this that was (likely) caused by a bad BIOS flash and was easily fixable.

I'm guessing a problem in the power area. The driver/bios recognizes that and won't let power be boosted or the frequency increased. Likely a very uncommon issue.

It's probably the onboard power manager ic, there are cases with 10 series cards too, just a uncommon low-occurence card defect.

I don't own a EVGA gpu but my rtx 2080ti was stuck also on 1350 MHz although mine was able to run everything or be overclocked. The moment I started Win it got stuck at that clock even in desktop and then I noticed in NV control panel my power management was Prefer Maximum Performance. After changing it to Optimal and restart, it was at default 300 MHz in 2D.

1 instance of this occurring is not alarming in any way.

I have one game - which is one I happen to play a lot - for some reason my 2080 Ti FTW3 Ultra struggles to get over 1350 Mhz. It will at times, but for a large portion of the time it stays around 1350 MHz and GPU usage around 35%. And temp around 48c.
My previous 1080 Ti FTW3 did not exhibit this behavior in this game, it pretty much ran at it's boost clock.

All my other games however do fine, I get full boost consistently and only fluctuates of course if temp does.
Will be doing a new i9 build here in the next few weeks, will be interesting to see if that changes that for this one game.

It depends on the game, so if it is a game that is not GPU intensive, it may pull back the clocks. To overcome this you can set the NVIDIA control panel to "prefer max performance".

Yes that does work as far as clock speed ( not GPU utilization), I was just more intrigued as to why the 2080 Ti FTW3 Ultra is doing this for this one game, whereas the 1080 Ti FTW3 did not.
It is just strange, as I mentioned all my other games I have run so far she runs at full boost consistently with no problem.

Hi!

I was stupid enough not to buy an EVGA but a Gigabyte 2080ti and i am facing the same issue. The max clock is stuck to 1350 mhz even at BFV. When i fully reinstall the driver it sometimes works for a while...but then same issue.

Did you find a Solution?

I had one game this was happening to me on, it would run at 1350 MHz in high demanding situations, but occasionally would start to boost.

I had my Nvidia power option selected using a profile for the game. I changed my global setting to "Prefer Maximum Performance" and that took care of it for me, now I get full boost on that game. Other games my profiles I had set in Nvidia Control Panel worked just fine, it was just this one game that it did not for some reason.

I just reduce my OC on the GPU and all is fine.
Sounds like you also have this set "prefer max performance" in the NVIDIA Control Panel.
But then this is my Default for all my computers.

Make sure Prefer Maximum Performance is not applied for power management in the global profile (Nvidia control panel) That's the solution.

Discovered my clocks frozen at 1350Mhz this morning, do I need a BIOS re-flash?

Possibly. I'd contact evga support too.

Sajin - look at post #24 it's the solution...

Yeah, just saw your thread where you said it was max performance being enabled globally.

Yeah for a moment I thought it looked like a physical card or BIOS thing but don't think so anymore. I will go with Adaptive performance for my global profile, should strike the right balance for desktop performance.
