RTX 2080 TI, Windows 10 and HDR Video

Hi,
 
I am pulling out what's left of my hair trying to get my Windows 10 using a 9th gen processor, a 4K UHD BD reader, and the EVGA RTX 2080 ti to detect that my DELL UP3216Q is HDR capable.  Dell says it is but I can't seem to get Windows to realize that.  Any ideas where I can look?  I have the latest NVIDIA drivers and am stumped on where to look or if it is even capable.

    That monitor isn't HDR capable. A list of HDR displays can be found here... https://www.displayninja.com/hdr-monitor-list/

    Avid Plex user here... More than likely the issue is with your playback software and the fact that you are trying to play 4K BluRay’s. Getting 4K BluRay’s to play at all on PC can be challenging... In some cases you have to go as far as downgrading the firmware on the player etc. If all you are trying to do is play the movies... Save your self a lot of pain and buy a BluRay player to connect directly to the monitor.

    Yeah, not seeing anything on the Dell product page to indicate that monitor supports HDR.
