RTX 2080 Super KO erratic fan2

The fan2 on my GPU is going crazy when under load!
When playing a game, both fans will ramp up which is normal, but when it reaches exactly 50% fan speed that's when things aren't normal: Fan2 stops spinning and the reported RPM in GPU-Z fluctuates between 0 RPM and some crazy number like 600000 RPM! Then after a while, fan2 will start spinning again for a second or 2 at full blast then come back to a complete stop. When I exit the game fan2 will start spinning again when the GPU cools down and periodically spins full blast for a second.
 
Is it possible I have a bad vbios?
 
I bought the GPU from someone and I know it was used to mine crypto. So I'm pretty sure I can't RMA it! The guy might have put in a mining vbios in it.
I would like to try to flash it with the original vbios.

    Contact EVGA and see if they are willing to send you the original BIOs.

    a vBIOS re flash may in fact fix but hard to say - definitely no guarantee. We currently do not have a newer one than what you have however. We can try and do some troubleshooting if you simply register if you haven't already and send start a ticket and may have something we can assist you with that may fix without any kind of RMA.

    I tried creating a ticket, and I get an Access Denied error when submitting the ticket!

                           That is the orig. bios for that gpu , i have the same Evga 2080 super ko.
                         Here is the GPUZ screen grab from my Evga RTX 2080 S KO:

     Just some information to help ya , you do not need to flash the bios on this board - the bios you have applied to this card is the stock bios.
    look's like the driver you are using is an older version, up date driver with clean installation option. And you can save the original bios from your gpu by using the gpuz program , by clicking the download button in grey, under the NVIDIA logo , next to the UEFI tic box. (so back it up b4 you try to flash anything) , but as mentioned before , the bios you have applied to this card is the stock bios , your good to go, no need to flash it.
    This is a very solid card , can crush any game you throw at it.
    wondering if you are using EVGA precision X1 software ? I would recommend that and utilizing the can curve option to set up the correct Fan curve for you needs and perhaps some trouble shooting the fan(s) as well.
