RTX 2070 FTW3 OC BIOS ISSUE

Okay so the OC bios is supposed to make all 3 fans spin 100% of the time. For some reason whenever i enable the OC bios only the GPU fan spins 100% of the time with the PWR and MEM fans turn on and off like the Stock bios. I really hate using precision and would rather just use a stock fan curve through the BIOS. Is this a bug in the bios with this card or what? Also i should add the reason i want all my fans spinning all the time is because i have the fan clicking issue with my GPU where whenever a fan turns on it makes a clicking noise and it's very annoying.

    Have you tried doing a power drain on the system after shutting down the system, and flipping the dipswitch to the oc vbios?

    Yes and the issue is still there. Is there any way i could possibly flash to another model of the 2070 and fix the issue?

    Yep, you could use nvflash to do that, but I would use gpu-z first to see if both are the same vbios version, and if they are I would go to www.techpowerup.com/vgabios, and download the correct vbios for your gpu, and then update it using nvflash.
