RMA'd 2080ti not showing up in BIOS or device manager

I received my replacement card from EVGA today and installed it, but it doesn't appear in the bios or Windows Device Manager. I have updated my bios to the latest, reset the CMOS, and even installed a clean copy of windows. Nothing.
I tried to install the replacement card into another machine, same thing. But my old 7870 works flawlessly, so it can't be my mobo. Did I receive a DOA card?

    sounds like maybe so did you get it from bstock

    Nope went through the RMA process with EVGA

    you did the swap around , so if every other card works... it must be dead.
