I have my RAM 1.36v with 3500MHZ, if I use 1.45v, is it possible to go over 4000? Will it hurt the hardware?

Also the latency will be higher, is it worth for the higher frequency?

It's nothing more than the applied voltage, it depends on its quality? Only to test to know its limit, generally there should be a chance to reach 4000, but there is not much difference in the experience of use

I think you mean you have 3600 mhz ram at 1.35v right? Thats a really common freq/voltage. 1.45v is the max you can tune ddr4 to safely, i think. You have to remember that your mem controller is on the cpu and if you ruin it you take out the cpu also. Most likely those sticks wont do 4000 very well or without a absurd amount of voltage, which is why they were binned to 3600mhz sticks. You can try, just be prepared to ruin the sticks, the cpu or both if it goes wrong.

I'm not an expert on the matter but ram overclock doesn't seem that worth it compared to CPU and GPU OC. As @wmmills says 1.45v seems to be the max safe voltage you can take it to (some say 1.5v for samsung b-die). After that I'd look at tightening the timings instead.
