When you read the description of 1080ti sc2, it says boost clock is 1670Mhz.   However when I'm gaming I see it always go into the 1800's and 1900's.    Am I comparing apples to oranges here?

It's normal. The advertised boost clock is the minimum expected. Often cards boost better. This is asked all the time; over and over and over again. Feel free to use the search function.
