Try this: activate XMP, but manually change the frequency from 4000 to 3866 or 3600.
If those don't work, try setting RAM manually. Start with 3600 with auto timings and escalate to 4000 if all good. Then you may change timings.

16GB are Samsung B-die and yours are not. Have you tried to set them manually?

Yep. Sounds like your cpu imc can't handle 4000 MHz.

    Try manually 3200 16-18-18-36 @ 1.35V. And 3866 18-22-22-42 @ 1.35V. Maybe you get lucky.

Most probably there is an incompatibility between that RAM and X299 Dark, so I suggest you buy a 4x 8GB Kit. Check the QVL of Dark and get one from there.

They may be Samsung, but not B-die. B-die is only on 8GB modules, not on 4GB modules. So you probably have E-die.
You can use Typhoon Burner to find out exactly what chip you have.

If 3200 16-18-18 runs, then try 3466, 3600, 3800 with the same timings.

Hello, I tried with another motherboard evga x299 dark since I own two units and it makes me the same error, I can not upload the memories to 4000 MHz. Therefore, discard the problem of which is the motherboard. My second evga dark has the bios 1.04 and the problem continues ...
