Problems with FTW3 Ultra 3080 10gb LHR

I have RMA’d my GPU already for the exact same problema, and now I am getting them again. When I try to boot, there is always a VGA POST error. Above the power connecters, there are three red lights. The main RGB strip does not light up. All of the fans spin, and my case RGB works, but the GPU fans don’t spin, and it’s RGB stays off. I have replaced the motherboard already. I have updated the BIOS to the newest one. I have tryed the other PCIE slots. I have already slowed down the speed on my PCIE slot from gen5 to gen4. The system boots perfectly fine off of my igpu. I have tryed both Displayport and HDMI on it, but neither work. All of my RAM is detected, and so is my NVME M.2 drive.

CPU: Core i9 12900k
Motherboard: Asus TUF GAMING Z690-PLUS WIFI D4 ATX LGA1700 Motherboard
RAM: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-4400 CL19 Memory
PSU: EVGA SuperNOVA 850 G6 850 W 80+ Gold Certified Fully Modular ATX Power Supply

    Unfortunately 3 red lights above the PCIe connectors indicates a problem with the card's power delivery. There is no known way to fix that outside of RMAing your card.

    Looks like I have to RMA my card again. Good thing there is still 936 days left on my warranty.

    Does your cables use a 6+2 connector or a solid 8 pin?

    If you can, try reversing your PCI cables, because for some really weird reason, having them switched has caused come folks to get power delivery failures, and it is very quick and easy to try turning them around to see if it will help.
