I ordered it on Aug 28th received it on Aug 31, been like only 13 days since ordered, 11-12 days since I received it can I still exchange cross ship wise? I have a lot of posts in hardware about the issue.

    you need to reach out to EVGA directly
     
    start the paper work:  Register the MB  Product Registration, get a ticket for RMA My Products,  select item, then "view details"
     
    Select the region of the World - then the product:
