Specs are:
-1070Ti FTW
-16GB DDR4 3200
-i5-9600k
-Samsung 970 Pro 512GB M.2 SSD
-I have the latest version 6.2.7
The crash does not happen 100% of the time but it seems to only happen when I'm in a game. The glitch is my computer will freeze up and go black for a few seconds, and either come back fine like nothing happened or my computer will restart. I have also had it where my screen didn't go black but I got a visual bug where the top portion of my screen had green pixels randomly spazzing about and then my whole screen when a very pixelated green and a little red. What causes the glitch is when I increase the GPU Clock Offset or I manually control how fast the fans on the GPU spin. It has also happened when I open PXOC when I'm in a game because it spaced my mind and I didn't want to overheat the GPU. The games it has happened in are League of Legends and DOOM 2016.
 -Thank you for your time

thats not precision making your computer restart, its the gpu already pushed to its max doing it.

Does the issue still occur if you only modify the fan speed, and leave the clocks at stock?

I unticked a box in windows settings to restart when the system fails but that just made it freeze and never come back. Since then I have tested multiple scenarios and it is not just fan speed. It doesn't always happen though. It's really hard to describe everything that causes it because there is almost no correlation besides having other programs (has happened with twitch but broadcast paused), or video games like DOOM and League. Both easily run over 110 fps and I'm on a 144hz monitor (ViewSonic XG2404). It has even restarted when I start the computer and twitch auto starts up, I let it rest for a bit while everything loads in and then I just open PXOC, fans start and everything fine for the first couple seconds and then my computer freezes. Fans still run fine but I can't do anything. From there, there are two paths my computer goes. Black screen then comes back fine, or it freezes/restarts depending on if the box for restart on failure is checked. It just restarted as I was typing that last sentence with only PXOC and chrome open, I went to click start to fact check what the checkbox is named and it black screen froze with the fans and lighting on my MOBO still working fine. It has also restarted with only twitch open and I tried to switch which channel I was watching and it froze up and restarted.

-So sorry for the paragraph I just feel like there's way more happening then I can explain. Thank you for your time Sajin.

I'm guessing you don't have any issues when using the latest version of msi afterburner?

I have not used MSI Afterburner. Just tried downloading it and every time I tried to run it there was an error about side-to-side something. I don't see how Afterburner would help since the fans are controlled through PXOC.

This should fix the side by side errors. Since you only have the FTW and not the FTW2 msi afterburner will work just fine for controlling your gpu fans.

Got Afterburner running. Started up and runs perfectly fine. Thank you for the help. If I continue to have problems I'll reply, hopefully this works and thank you again.
