Precision X1: Fan 3 reporting 0 RPM when set to 100%, Can't control speed anymore

Hey all, I've suddenly run into some sort of strange glitch with Precision X1 (v03.19.0) and my 2080 Ti KP:
 

 
As you can see from the screenshot, the software is reporting 0 RPM, but looking into my case, I can clearly see all 3 fans spinning. This happens whether the fans are "locked" or "unlocked," or set to auto or manual. Can this be the result of a defective onboard fan controller? 
 
I've also noticed that I can no longer control the individual fan speed of Fan 3. It's running at what seems to be 50% speed regardless of what I set it at. 
 
Everything is stock, in terms of fans, wiring and anything else, and this happens across all 3 BIOS. 
 
Any help would be greatly appreciated with this. Thanks. :)

    Hello,
     
    That third fan is actually the Fan header on the front of the card. It allows you to run case fan/s from the card so that you can make a fan curve for your system that is controlled by the GPU temperatures instead of CPU/MB temperatures. Fan2 would control both of the radiator fans, not just one of them.
