I've tried the BIOS, it's even worse than the normal one for some reason, the clock drops back down to 1800 compared to 2000 on normal BIOS and the fan is stuck at 2200 rather than 3200 for on normal BIOS, plus I cannot change the LED colors. Anyone got a solution?

You'll have to reflash back to the original BIOS.

My multi screen showed me the first DP from the Top was #1 and went from there.  Best way to see what you're seeing while keeping tabs which DP is connected in the back of the GPU is to go into Nvidia's Control Panel ---> Display ---> Identify Displays will tell you which number your mutli screen setup is. 
 
If this is just for a single screen, just plug it into the DP closes to the top of the GPU, I don't really think it matters much tbh.

Found a 124% BIOS
 
From Techpowerup - /vgabios/208761/208761
 
I've installed it and so far it working.
Its unverified and appears to be from a Palit Card.


The reason that one is working is because the palit card is also a non-a chip.

So then should I not flash this when I get home from work? Whenever I do the nv oc scanner the limiting factor for TDP power limit and I was hoping this would give me a slight increase or so but the guy above said his clocks throttle with it on his black edition. Anyone else try this bios yet and have results? Bad or good?

I mean it all depends on your silicon.  Some might accept it while other's wont but the thing is for me personally, it's not worth trying in case somehow you brick your GPU by accident flashing to a non OEM BIOS which would void your warranty so knowing these things cost $1K+ a pop, I feel it's not worth it but that's all up to you.

The scanner will still say power is the limiting factor after flashing the vbios. The reason I say that is because even my 2080 ti's that have a 380w vbios loaded to them get the power limit message inside the scanner also.

Flashed the backup rom and everything is back to normal. Are there any other BIOS I could try?

The new bios was slightly worse for me I did not have the issues you had droppng to 1800 but my score was slightly lower in 3dmark with it and it did not llow any higher oc compared to stock

Interesting too see all the issue other people are having.
Mine so far is working fine and all my DP are working.
 
I might not be noticing some other fan issues since I've been running mine under water.
 
I've noticed some games like BF5 the core clock will stick too 2025 MHz and not fluctuate much.
Other games like Division 2 I'll get around 1950 MHz average with the clock jumping between 1900 MHz and 2025 Mhz.
 
Attached are three 3DMark Scores...
1st one if from a liquid metal shunt mod / 2nd is from normal 112% bios / 3rd is from the 124% bios
 
Not a bad little bump, since I know what the card is capable of when power was not the issue, I'm happy with the 124% power.
 
I'd still love to have that 144% Kingpin bios work on this card, but that's a pipe dream.

Please EVGA don't let us down, we need a Bios update for 2080 ti Black Edition 11G-P4-2281-KR with 320 watt power target.

Problem is with stock BIOS you can remain on 1950-2050 Mhz even with 112% power so the palit BIOS isn't working at all.

Hi, i purchased a 2080 ti black edition, this is a good card, but, the power target is locked at 112%, only 297 watts max ! i can't Overclock as i want, do you know if a new bios coming for the black edition ? Thx all and sorry for my bad english.

You must have a golden chip then. Mine was hovering around the 1900 MHz range at best when I had 112%
 
I've just done a OC Scanner run and now my clock for Division 2 are running around 2010 MHz to 2040 MHz.
 
3DMark scores haven't improved much though.
 
 
 
Still need to check if BF5 is stable as that game seems to push the clocks higher than most and tends to crash.

The new bios doesn't really open up my card at all. It is more of less the same with the 112% bios vs the new 124% bios. Nothing really changes on available headroom.

Did you do a before and after benchmarks?
 
I didn't overclock my card any higher but my average boost clocks did climb by about 100 MHz to 150 MHz.
Even without overclocking this card was starved for power, you should see a difference between 112% and 124% in the boost numbers even without overclocking.

Higher sustained clocks is what one should be shooting for with a higher power bios. Chip will limit overclocking but the power limit will cause clock dancing <-- I like to call it.

Higher power should keep your clocks stable but the high temps will drop your clock over time anyways.

2000 MHz oh default BIOS and 1800Mhz on the Alternate BIOS, something else is causing issues.

With the original bios I am able to get my card to 775 on mem 800 had weird random stutter and my card in games stays locked at 2010 for 98% of the time sometimes going to 1995 or 2025 and only hits 71-72 celc in gaming so Im pretty happy since i paid 300 dollars less for this than most and it is slightly above avg for one of the more expensive versions comparably.

Wonder why the game engines push the card so differently in term of clocks since Division 2 is running around 2010 MHz to 2040 MHz using the same overclock.
 
Anyway looking at this BIOS and from what I've read from the posts here, I can only recommend this BIOS to people who has replaced their cooling with a third party option as this 124% BIOS reduces the max speed your fans will run.
To be honest its not that surprising as it's probably the main difference between the Palit card and this EVGA card.

I'd consider this flash if I had two BIOS options to keep an OEM and 3rd party on the other or just get an official one from EVGA.
 
I must say, those are some great numbers you are getting.  If I had to guess, EVGA won't do this because it will eat up on their other SKUs.  Don't think PALIT has that many SKUs hence seeing the 124%'er me thinks.

Stock BIOS here. I have a Hybrid cooler on and 147 on core clock and 1100 on memory clock.
The card sustains a 1900+ core clock at all times. But doesn't reach 2 GHz at all. Very power limited indeed.

i9-9900K @ 5.1 GHz
