OK, this one has me pretty stumped:
I am running:
Z370 micro with BIOS 1.08
8086k at sock or OC to 5.2 at 1.3ish
16gb team group - samsung b-die - stock or XMP to 3866
1080ti kingpin all settings
1000T2 PSU
 
What happens is when I try to shut down windows the computer will not shut down but instead will show post code "c" just "c" and the BIOS reset button will do nothing, holding the power button does nothing pressing the reset does nothing.  I can even turn off power to the power supply (flip the switch on the back) and leave it off for however long and as soon as I flip the switch back on it will post "c" in the code and stay that way.  I have resorted  to my second BIOS which will do it too unless I shut down from windows with the power switch on the PSU and the turn it back on at the switch to reboot into windows.  The only way I got it un-stuck was tapping the power switch like a madman and eventually it seemed to realize it should try so it began to cycle post codes and booted to windows but the next time I tried to shutdown it went right back to C.  it was overclocked but I have reverted everything to stock settings and the issue remains.  What the hell is going on with my system? I have never seen anything like this one before so any advice would be appreciated.

    Hello and thank you for the question. Have you verified the chip is correctly set or that maybe a pin was bent on installation, I would recommend removing the CPU just to make sure? Have you tested another CPU power cable from the PSU to the board?

    #1 Disable windows 10 fast startup if you have it enabled.
    #2 Disconnect your display cable from your gpu before you shutdown the pc. 
     
    Let me know if doing those two things helped fix the issue or not.

    - I was originally running all EVGA custom sleeved cables but switched the whole build back to stock cables as soon as this started.
    - Unplugging the display cable seems to have no effect either.  
    - As far as I can see with the naked eye the CPU and Socket seem to be in perfect shape, but I can get out the magnifying glass tmro if need be.
    -I think it has to do with CSM and/or Secure boot settings or vendor key corruption, but I am not entirely positive.
    - Turning off Fast boot seems to have helped.
    - Boot disk is a 970EVO PCI NVMe.
    - If I clear all of the vendor keys and turn off secure boot all together it seems to post like new and shut down/restart normally again.
    - I am currently trying to validate the exact cause somewhere between CSM, secure boot, and fast boot.  By cause I mostly mean cause of the apparent fix, but I would settle for determining the cause of the issue to begin with. 
    - Is there any way to get a fresh set of keys to load just to be sure and do away with any possible corruption or other nefarious code that maybe present in my existing vendor keys? 
    I have to admit I know very little about secure boot all around so am really out of my element on this one.

    You should be able to clear/restore the default keys from within the bios.

    So, I take it back.  It's still doing it.  The only difference being in this BIOS I can tap the power button and it will post and boot into windows whereas the other BIOS is still permanently stuck on "C" regardless of what I do, including pulling the battery even.  This weekend I plan to completely disassemble the PC and swap out one part at a time until it is down to just the Mobo and CPU and I am not sure what I will do from there.  I did reset factory vendor keys in secure boot and even just turned off secure boot and ran CSM but the issue remained.  I'm pretty much out of ideas, but thanks to everyone so far and anyone who has an idea for next step in troubleshooting I'm all ears.

    Old School, best to update within the Bios now.

    I flashed the BIOS from within the BIOS.
    I have suspend disabled and remain shut down set in the bios along with wake from lan disabled C-states set to auto.  But it did this same thing with all default settings in the BIOS or any settings I have set regardless.
    In windows I have Hibernate disabled and wake timers disabled and again it has acted the same regardless of which power plan I use or which settings I use within each power plan.  
    Thanks though I appreciate any possible clues to this one.  Let me know if you would like me to try any settings in particular...

    Disable C-States and see what happens
     
    Just an off the wall thought, do you have a different cable for the Monitor? If so swap that out
