Possible problem with fans on GTX 1070Ti

Hello - been a long time since I posted here. The world's gone crazy in the meantime!

Anyway - I have an EVGA GTX 1070Ti graphics card. Although I bought it three years ago, it's never been used. This week, I installed it in a new build. The components are mostly old spec (4th gen i5, DDR 3), but all are brand new (don't ask). The new machine appears to be working fine, POST is fine, no complaints from the mobo, Windows 7 Pro 64-bit installed, nVidia drivers installed etc, and I've had it on test for two days - but the fans on the GTX 1070Ti don't seem to work properly. They spool-up fine during boot-up, then stop spinning. Questions:

Is it a feature? Do they only spool-up under load? Or have I got a problem?
I'm a bit long in the tooth now (67), and I've forgotten so much stuff.

    When the card gets hot the fans will spin up.

    Got another question about my EVGA GTX 1070Ti SC 8GB so I'll use this thread - where can I find detailed specs? Specifically, I'm looking for resolution specs, which seem to be hard to find now.
    Will that card support 2K @144hz? Will it support 4K @ higher than 60hz? All I can find (on the nVidia site) is the maximum resolution (7680x4320 @60hz).
     
    I'm looking to upgrade my monitor, you see.

    Since the card only has 8GB of video memory I wouldn't use it on a 4K monitor.
