Possible grafic card issue?

Greetings.
First time here.
I have build new PC with EVGA FTW3 ULTRA GeForce RTX 2080 Ti about a month ago. I have noticed two times (so far) when I start my computer I can hear fans are spinning like crazy and very noisy but I am not sure if those are GPU fans or cooler fans (I have to find out, still learning). I also noticed that white EVGA logo light is not lit up on the edge of the video card. If I turn off computer and then turn it back on I cannot hear fans noise anymore and EVGA logo light is lit up back normal.
Is the a way to check what is going on?

    Sounds like you have a power issue. Make sure the pci-e cables are fully seated at the psu & gpu.

    Well, that did not help. All cables are connected properly. Every 5-7th computer start GPU won't start. At least it looks like it.

    CPU is not overclocked.

    Is Windows 10 Fast Startup Off ?
     
    Disconnect all of those game controls, then reboot
     
    Do a Full Power Flush - shut down - unplug All Devices (Monitor, USB Hubs ...) Hold Start button 30 sec to discharge system. Now plug back In & reboot
     
    If it works correctly - connect 1 controller at a time & reboot ... till either all controllers are connected Or - Boot fails

    Sounds like it may be time to try a different psu, or try powering the card with a different set of pci-e power cables.

    Yes. W10 starts within seconds. The problem is that it doesn’t happen every time I start computer. It was ok for a week and today it did it again once and now it starts normal.

    Full flush went ok. I have all my controls connected to USB hub so it is only one cable connected to the back. Will see and wait if it fails again

    Hello back.
    So the company who built my PC was unable to find any issue with hardware. Power supply, motherboard, cables were replaced again even though this is the new build. BIOS is updated. However I still can see this behavior. Is it possible that GPU is failing already?

    Have you tried the other bios on the card and have you downloaded px1 and made sure you have the latest firmware in the card?

    Don't do that.
     
    Restart your PC, go to BIOS Settings --> POWER --> ErP and switch it to ENABLED. Leave the other settings as DISABLED or OFF

    Px1 is evga software for the card, it is what you use for monitoring the graphics card and it also is used to update the mcu firmware that controls the fans and LED lighting . If you look in the products menu on evga website you will see it. Why someone would say not to make sure you have the latest firmware I have no idea. If you install and run it the first time it might automatically show and try a firmware update, if not when px1 is open click the little circle by the version in lower right corner, then you should be able to click update and several firmware files will show, you would have to pick the correct firmware for your model card.

    One thing I am wondering is if the computer is fully shut down or just in sleep mode? Also when you say you turn off the computer and turn it back on are you using the windows restart or the full shutdown option? The card can act differently depending on a full cold boot and just resuming Windows or even a reboot of Windows.
