Possible coil whine

Hi guys,
 
Need some help with the trouble shooting process..
 
I keep getting - I think - coil whine from multiple GPU's
Here is my setup:
8700k
Asus z370i
16gb 3200mhz corsair vengeance memory
2x Samsung 960 512gb m.2 ssd's
GTX 1050ti
Corsair SF600 PSU
 
With this setup I get no coil whine.
Placed a GTX 1080FE in the computer and it hisses under load, tired a second and 3rd - still hisses, Had Nvidia replace it twice. Still hisses under load
Tried an EVGA 500w and 650w psu, and it still hisses
I have a case that requires a PCIE riser/extender - got a replacement one, still hisses.
 
Tried ALL of the gpu's in 2 other computer and they hiss under load in those too.
 
Got an AMD RX 570 and that hisses/ticks (different noise than the Nvidia cards).
I replaced the corsair PSU with a brand new one and it still makes the noise.
 
Only card that does not make noise is the GTX 1050 ti - which does not require a 6 or 8 pin power connector - it gets its power from the board.
 
I'm at a loss to figure out what is causing the hissing - I've been waiting to water cool my PC due to the noise as it will run silent, apart from the damn hissing noise from the GPU when under load - games and benchmarks do it.
I placed my wife's GTX 1080(EVGA FTW) in my PC and it did not hiss.
A while back I had a GTX 1070 and it worked properly without issue.
 
I'm wondering if I am missing something, or if I am just extremely unlucky and have had 6 cards back to back all have loud coil whine.

    revenantx02 did you use the cable sets that came with the different power supplies? Were the different power supplies all bolted into the case?
     
    Suggestion - if you can - pull everything out of the case and put the motherboard on a piece of cardboard and pug the video card directly into it, hook up an PSU and boot it all up to see if the issue persists
    If no noise then it is an grounding issue with the case
    If it is still there try a different outlet / circuit in the house for power - might be an grounding issue with that outlet
     
    What are you using for a power strip?

    PSU cables are correct.
    PSU is installed correctly with screws.
    Whine is definitely coming from the GPU - only when its run.
    My monitor is 144hz,  tried setting it to 60hz and it still happens.
     
    Will try a different power strip and outlet - its about the only thing I haven't tried.
     
    I've literally built hundreds of PC (used to do it for a company).
    I only ever have issues when building my own lol.

    Reason I said to pull the board and put it on the table and run it was to eliminate all outside stuff - just the board, GPU, PSU and OS drive (any drive that has a linked program for that matter)
    It is rare but I have seen people that had persistent coil whine on their GPU's and it ended up being and actual issue with the MB, may have been an defect in the VRM on the MB introducing noise on the 12v line which caused the inductors on the GPU to get mad.
    Or put the GPU into a different system and see if it still made noise

    Ill do a bench test with it. 
    I have tried the cards in 2 other computers, and the whine also. But all of them used same power strip for testing.
     
    Will try it tonight when I get home from work and update this threat.

    Tried a different outlet, and also replaced the mainboard, and got a RTX 2060 - GPU coilwhine / hissing/scratchy noise remains.
    Also tried different memory. At this point the only thing I haven't replaced is the CPU.

    Take it too a friends house that is not on your street - with everything changed and you still have noise could be dirty power in the house overworking the PSU
    If that is the case an electrician would have to check things, either an incorrectly grounded power panel or the power company needs to replace the transformer

    The house was built in 1926 - so the electrical is very dated.
     
    Do you think a UPS would remove the coil whine if it is due the electrical?

    you would need a power conditioner to clean up the power - can get expensive
