Possible PSU noise issue EVGA 700w ATX 12V/EPS12V 80 + Bronze

Recorded some audio of it happening (not sure if it is PSU) but every time I load up a game it starts and whines for a bit, really bad on some games. It sounds like whine possibly? I freak out over the noise since this is my first PC build. I want to check if its the PSU before I start exchanging the parts for new ones. It could also be how the GPU is interacting with the PSU, so I've heard. I have an EVGA 2060 KO.
