I have just finished building a new pc from the ground up. I'm using the intel 11900k on the EVGA Z590 Dark along with an EVGA 3080ti ftw3. (RAM - 2 x 16Gb G.Skill Royal Elite 3600mhz CL14) I've installed EK water blocks on both the CPU and GPU. All powered by EVGA 1300 P+.
During standard use everything is fine. - All stock settings.

However, during a benchmark with TimeSpy, I had heard a buzzing sound. Which originally sounded like two bits of metal rubbing (or ice pressing on Aluminium) It was only for a small moment and then the TimeSpy test "crashed" stopped working.
I thought it was a temperature issue with the CPU as it had peaked at 78 Deg (intel boost to 5.1Ghz) so I have adjusted the fan curves and ran the test again.... all is well.

Day 2 I play call of duty nice and smooth so I switched to warzone to play with a friend, System crashed after 10 minutes due to CPU temps being 70 deg.
I have now disabled intel boost. The CPU is back at 4.8Mhz max and the temps are nice and low in the 50's. Now with the fans not running as loud I can hear the buzzing again. ONLY during the game play. GPU is at 48 Deg max and cpu at 60 deg max. But the noise got louder so I shut the game down and ran Time spy again.
The noise presented itself during the initial video and during the GPU tests. During the CPU tests it was completely silent.

I Have run HWinFO64 and will attach photos of the temps etc.

On a side note I can drain the loop in the morning, unfortunately this is a hard loop so it wont be easy to disconnect reconnect. But I am open to all and any suggestions on the matter.

This is the video. at 12 seconds TimeSpy begins Graphics test one. Prior to that just wind / Fan noise.

The "crashes" that were experienced were not total system shutdowns. The program being used at the time closed off completely and I was left on the home page.

The Concern here is the loud buzzing on the GPU

It's called coil whine. If it is loud and annoying enough, you can contact EVGA and see if they will entertain the idea of replacing the GPU via warranty. They would want you to do a handstand and a number of other rituals first. And there is no guarantee that the replacement wouldn't also have coil whine. If it is not too loud, ignore it. It is harmless to the GPU itself.

Well... that’s a little soul crushing. It sounds like I am at the dentist. I’ll see if it dissipates in the next few days. Otherwise i’ll have to attempt this ritual you speak of.
I waited nearly 3 years to do this 😔

Unfortunately, I don't think coil whine goes away.

    Does it sound like this?

    Bzzzzzzzzzzzzzzzzz

    That’s normal if so

Edit: just listened. All of my cards buzz like that

Try plugging your PC power cord into another power outlet not on the same circuit and see if there is any difference. If that makes no difference try looping a GPU benchmark for a couple of hours to see if the buzzing is reduced. If all of that fails you can request an RMA and hope that the noise is reduced, but it will never be gone 100 percent.

set a frame Limit .... when the FPS spikes - the coil whine increases is dramatic

did you place thermal pads on the inductor coils ?

Place the Case on the floor or farther away from you - high frequency sounds do not travel far

If you want to be sure it's the GPU run an older bench at lower res and really high fps (500+), this should cause the whine to increase in volume.

A lot of good suggestions to try our here already. I would only add that I had coil whine that went away after I undervolted and overclocked my card (which I would suggest everyone do anyways). Ssame performance, less heat, stress, noise on the card. Hope that helps.

Yep, high fps really ramps it up.  GT1 runs at 100+ fps on these new cards and there's no sound so it's very audible on my 3090.  Never hear it when I'm gaming though.
