While a 650w PSU should be fine for a Ryzen 3600 and a RTX 2080 Super, there are other variables to consider that could impact your setup. How many peripherals do you use? How many fans? How many drives and what type? Do you use water cooling, what type of pump....ect. It could also simply be the quality of the power in your home. If your home has "brown outs" or too many sags and spikes in power...etc These things are also what your PSU has to deal with and work harder to provide stable power to your PC. It could also be your PSU may have degraded over time. As capacitors age they are no longer capable of delivering the same performance as they once were. It's honestly a "Pandora's Box" type of issue, could be anything really.
If you have the means to test or purchase another PSU it may be worth it, but it's really hard to say. When you get the RTX 2080 S, I would highly advise a format and reinstall of windows. I always do this when swapping between AMD or Nvidia cards. I know about DDU and it's ability to clean the system of any driver remnants but I always wipe and reinstall when going from brand to brand and I haven't had any odd issues. It's not that big a deal really to format and start fresh these days. It just ensures your system registry isn't a mess and you have no driver fragments lingering around causing issues.
