New firmware for X299 Dark adds "PCIe SSD Card (Non-VROC)" option that “can be used to set a PCIe x16 slot to x4x4x4x4 without VROC”.

What is this for / what does it mean, please? Does it mean I would be able to put four M.2s in one of those add-on PCIe cards and Windows would see four extra NVMe drives without needing anything else?

He meant Windows seeing drives on this card as individual ones without need for VROC is idea behind this new BIOS option.
