PC hard-locking when playing games after installing RTX 3070Ti FTW3

I recently got a new RTX 3070Ti FTW3 from EVGA's queue, but ever since I've installed it games seem to be regularly hard-locking my PC. This has happened in numerous games, from strenuous ones like Control to much more light games like Wobbledogs. The PC completely crashes and does not respond to any input, requiring a hard reset. At one time it resulted in the graphics on screen being corrupted, replacing all the colors in the frozen scene with full reds, greens, and blues, along with black and white. At this point I've wiped my hard drive and installed Windows from a blank state, replaced my PSU, and made sure my VGA drivers are up to date. I'm I right to assume the GPU is the issue?

    Since you've done all of that troubleshooting already, I would go ahead and contact EVGA CS since it looks to be GPU related.

    Yeah... I might as well do that.
    Is there even stock if I need to swap the card out for another one?
    On further thought, I'm wondering if the motherboard could be the issue. There have been weird issues it's caused before, it caused crashes similar to this when I tried setting my RAM speed past 3200 MHz, even though the RAM I have is rated for up to 3600. Though I can't recall if those crashes caused bluescreens or not, since these crashes aren't.

    As in RMAs?  I wouldn't be able to answer that.  They should have the answers for you.

    Is the bios of your motherboard up to date?

    Try using 1 stick of memory. Then alternate to the other stick. If possible try the gpu in another computer. To me sounds like a memory problem. But it can be the motherboard or the cpu or gpu. I am leaning more towards memory or gpu.
