After a lot of swearing, threatening to blow it up, and anything else that makes up the typical process of diagnosis, I'm at a standstill. The POST Codes are "98" (Console input device connect) or "B6" (Memory training).  No rhyme or reason to which happens when.  If I reset it - whether by the 'Reset' on the front of the case or motherboard face or the 'Reset CMOS' on the back - it boots fine.  Disconnecting everything from the motherboard that's unnecessary to boot made no difference.
What I find odd is that one of the RGB keyboards I have will stay lit when it's plugged-in to a USB port while this new PC is off, but won't be in my other PCs.  As far as I know, power should not draw through a USB when the motherboard is off.  So, I thought maybe it was trying to boot off of a USB before it went to boot off the C: Drive.  Disconnect all USB devices, then disconnected all USB headers - no difference.  Whether everything else but Windows Boot Manager is disabled or not in BIOS doesn't matter.  Fast Boot being on or off doesn't matter.  BIOS is on version 1.08.
The only thing that I can think of is that the motherboard is bad.  Any suggestions before I contact EVGA tomorrow?

test with 1 stick of RAM in slot 2.  (page 26 in manual).  run at JEDEC defaults (probably 2133 or 2933) with gear in auto.  

Test with one stick in dimm 2, default speeds, gear auto. Fast boot off

I've had bad boards do the exact same thing, pretty sure you will have to RMA OP.

I would manually test with gear 2.

Extended timings - 16-18-18-38 @1.35 volts.... Might need a bump in the voltages as mentioned in the thread I linked above.

You got a killer rig. We will get it sorted. Many of us had good luck with gskill trident royal elite stuff at 4000mhz..... I might have some loaner sets I can push your way to test if needed.

Also take a second and read the summary and conclusion in the igors lab link I posted for the key voltages to bump.

No you will have to just bump up a couple of things in the bios. Setting xmp profile is overclocking.

No in bios. Enter bios..... Adjust ram and voltage there.
