IN the BIOS:
in the memory tab.
Select memory profile (XMP1)  honestly, if you didn't even know what XMP was this could fix your issue all by itself.
Gear mode 1
DIMM Voltage (should auto set to 1.35)  might consider increasing this just a touch.  maybe 1.4?
 
in the OC tab:
VSA (consider 1.25-1.3ish)
VCCIO (consider 1.05 -1.2ish)
VCCIO AUX (consider 1.3 - 1.4ish)

I can second all the advice rblaes has given here, but I don't consider XMP profile as "overclocking". I know Intel might disagree with me, but it's really just getting the speed you paid for.
 
He touched on this, but I'll stress it again: You cannot properly set your memory settings from within Windows. Whenever you build a computer, this must be done in BIOS. It is not "overclocking" to make sure the memory settings are correct. No motherboard will set it correctly by default (they'll set your 3600MHz memory at 2166MHz or something because that's the DDR4 default).
 
There are a couple threads in this forum that are super helpful. Unfortunately, they get hidden by the forum if they're not active for 30 days. They show up if you search, but you have to know what to search for. Here are a couple:
 
z590 Owner's thread. There are screenshots galore of the BIOS showing where to find settings, what we've tried, what has and hasn't worked, overclocking (if you're interested), etc.
 
Supported memory list? This thread has a whole bunch of feedback on what memory people have used with the z590 boards, what worked, what settings they worked at, etc.
 
 Also, there's a link in my signature (here) that shows my current build and the whole process to get there. The last couple pages might be interesting or helpful to you as it includes my efforts at finding stable performance with the 11900k. That's all secondary, but the first thing you'll want to do is go into your bios, hit F5 (load optimized defaults), then go to the memory tab and set XMP Profile 1. Hit F10 to save and exit and see where you're at.

In the process of getting there, I downloaded a Realtek audio driver because the 5.1 sound only worked for a day and I can't get it back, no matter what I do. I figured that I'd do that while I was waiting for your post.
On restart, it goes almost directly to BIOS because it can't find the boot device. This is the 3rd time it's done that. After shutting it off with the button, I noticed that two RGB lights in one of my fans are lit and still cycling colors. I turn the power supply off, let it sit, flip the switch back, and those lights come on again. All my fans are plugged into an iCue controller. I know that the iCue controller isn't the problem because I unplugged it before and it had no effect. I find it VERY odd that there's power to RGB accessories even after the PC is off.
It found the M.2 with the boot device after the power cycle. Adjusting BIOS now.

I set everything as close as I could to that (Had to go with 3600 since that's all the higher my RAM is).  Saved & reset from BIOS and it booted fine!  I did some driver installation to troubleshoot an issue that I was having with the 5.1 surround sound, and it restarted on its own just fine!  Went for a cold boot and it stuck on POST code "B4" (Memory training).  Hit 'Reset' and - you guessed it - booted like it should.  Any suggestions?  I'm trying to post pictures of everything in my BIOS, but there's nothing to select from when I go to the "Upload" section!

to post pictures you will have to upload them to imgur and link them that way.
 
also.  for now.  just 2 sticks of RAM in DIMM 2 and 4.  (4 is the furthest from the CPU).  you are close to cracking this issue.  RAM timing and voltage is the way.  once its properly trained you will be set.

I did all that. Voltage is set to 1.35. Definitely closer!

Oh, and I discovered that the 5.1 surround sound now works that I found the right driver and have it set to "Speakers (Realtek High Definition Audio)."  Windows just won't test anything but the stereo (2.1) when I perform a test sound-off from the Sound Control Panel or Configuration menu.  Odd, but not a motherboard issue (at least not that I think it would be).

when you get new board boot it up on the benchtop before you slap it in the case.

When I boot it up outside of the case, should I have my GPU plugged in or should I just run the DisplayPort off the motherboard?  I'm a little leery about the card standing upright with all the weight on the board and not being secured to the case.

You can boot it without the gpu. Also, if you have the motherboard laying flat, you can install the gpu upright so there's minimal stress on the slot.

That looks to me like an overclock. I wouldn't go with that if you're trying to solve booting issues. Also, without increasing your voltages, I don't know that you'll be able to hit 5.3GHz all-core under load without some crashing.
 
I would (for now), just set the CPU multiplier control on auto or stock or whatever the default is. I can give you some tips and pointers on your CPU if you get the system stable, but I think your memory is probably the suspect we need to straighten out first.
 
So in your 3rd picture there, I'd set:
XMP Profile 1
3600 (this should happen automatically when you set XMP profile 1)
Gear mode probably goes to "auto" by default. I'd leave that there for now.
DIMM voltage should also set itself when you set XMP profile 1. 
 
It should also set the timings section for you. It looks like you've cranked it down to 16-16-16-36. Your memory specs call for 16-18-18-38. I'd leave it there (in this bios, it combines the two middle numbers, so you'd set 16-18-38). Again, ideally, when you set XMP profile 1, it should just do this for you.
 
If you have the CPU at "auto" and the memory at XMP profile 1 and everything runs nicely, then you can look at overclocking things.
 
As far as that goes (and again, this would be after you're stable at stock settings) If you're not chasing benchmark scores and just want it to perform really well for gaming and not be lava-temperatures, I would suggest doing the manual ratio limit at:
1 cores: 53
2 cores: 53
3 cores: 53
4 cores: 53
5 cores: 52
6 cores: 52
7 cores: 51
8 cores: 50
 
I had to adjust my voltage a little bit to get that rock solid stable 24/7, but I think that's because some cores need more voltage when they're going to 5.3GHz on the regular (the ratio limit doesn't lock down specific cores, it just lets whatever core gets to the task first go at that speed depending on how many cores are actively working). The settings I used there would be adjusted in your second picture:
Vcore: adaptive
Target: 1.385V
offset: +50mV
vdroop: -25%
 
If you do some testing and you're hitting 90's°C in Cinebench r23 all core or in a game like Battlefield 5, I would start dropping the ratios down one at a time on the 4-8 core ratios. Maybe go with 8 cores at 49, 7 at 50, 6 at 51 and see how that does, etc.

I am about 99% sure your first motherboard was fine and this was a PEBCAK issue.

I agree with this! Sorry, I got mixed up with the talk of RMA and didn't know if you were already showing pictures of the new one or still trying to figure out the old one. Load optimized defaults, set XMP, go from there.

Well the memory page settings look correct. I'm not sure why you're going for a 5.3GHz all core overclock while trying to find stable settings though. Did you change those settings after pressing F5?

I did.  I don't have a clue how to overclock.  I just copied the settings.  What should I do to bring it down to a stable level?

Don't touch the "OC" page that changes the CPU settings for now.
 
1. Boot into the bios.
2. Press F5 to load optimized defaults. I don't remember if this makes you restart the computer or not, if it does, that's fine, just save the optimized defaults and boot back into the bios and go to step 3. If it doesn't restart after pressing F5, proceed to step 3.
3. go to the Memory page. Change Memory Profiles setting to "XMP Profile 1". Don't touch anything else.
4. Press F10 to save and exit.
 
Then let us know if you can boot into Windows without experiencing the problems you had before.

I also think the main BIOS splash screen says "Default Mode".  you should set "Default mode" there, and enter BIOS and just do XMP.  NOTHING ELSE.

test with RAM in slot 2 and 4 only.
load optimized defaults
set xmp profile 1.

I gotcha'.  I reset everything to default, then copied everything from the post.  I'll leave 'OC' alone this time around.  I haven't completed the RMA, so I hope this does it.  Much appreciated.
