Memory is just like the GPU on your card. Silicon lottery to some extent. Some memory overclocks better than others.
The memory on your card is already at 11GHz, pushing it 1GHz further might be asking too much. If I remember correctly, the memory type\model\brand used here is already getting to the limit of clock speed it can do at 11GHz already. Plus the 1080Ti has oodles of memory bandwidth to begin with. Overclocking the memory here gives minimum gains and can reduce the amount of overclock on your GPU you can get and keep stability. Only time you would want maximum over clock on memory is in mining or applications where memory performance is needed over CPU\GPU performance.
