Long time lurker first time poster.
Pulled out my old trusty (add joke here ) 790i ultra sli & qx9650. I`ve been trying to get a stable 4.5-4.7 with no luck. Why, fun and giggles.

    I think you're trying to overclock a little too much. Anything over 4.1 GHZ on that processor is a winner in my opinion.

    The amount Vcore will be the main limiting factor and can vary greatly depending on the quality of the particular chip and any degradation that may have occurred..If you search for overclocking articles for a QX9650 you'll see how much Vcore is needed and can vary for some to achieve a particular frequency..Some examples are below..The max VID Voltage is 1.3625 which is the Vcore that some chips need just to run at the stock 3.0GHz.

    1.592/4.7GHz
    1.340/4.0GHz
    1.312/3.9GHz
    1.408/4.1GHz
    1.432/4.2GHz
    1.488/4.5GHz
    1.584/4.5GHz
    1.550/4.6GHz
     
    Ideally you'd want your memory frequency linked and synced to the same frequency as your FSB (QDR) MHz and then adjust the CPU frequency using the CPU multiplier..Don't run the memory faster than the FSB (QDR) MHz, but there's no problem running it slower.

    If CPU N/2 Ratio is an option in the System Clocks settings, that will unlock finer tuning 0.5 multiplier ratios so that an 11.5 multi @ 1600MHz FSB (QDR) would net your CPU 4.6GHz..Higher FSB frequencies (1600+) may need extra CPU FSB voltage.
     
    What I would do right now is bang the Vcore right up to 1.5V as a starting point at your current settings (which look decent except for a few things) and see how it rolls.
     
    I'd set the Command Per Clock to 2T for now also and definately enable CPU Thermal Control to TM1 and TM2 because with it being disabled it turns off PROCHOT throttling at Tj Max and could keep on overheating until the CPU reaches THERMTRIP and shuts off and maybe gets fried..If and when it's stable you might want to enable SpeedStep and C1E to reduce wear and tear on the CPU, no sense in having it run full blast all the time when just browsing the internet or other low-load tasks.

    As long as it's gaming/gaming benchmark stable or can run the Intel Processor Diagnostic Tool, I'd call it good enough..There's also Intel Burn Test that you can try to run a pass of that too.

    Tj Max (cores) temp is 95C for a QX9650..Watch that..Real Temp works good..SpeedFan works good for controlling fans on those boards rather than BIOS SmartFan.

    As always, overclocking is at your own risk..Good luck.

    I agree.
    However, this is just for giggles as the system was just collecting dust. Why not push the boundaries of what everyone does and surpass it by a leap and laugh.

    I think anything after 4.1 starts putting stress on the cpu and Fourier's law starts kicking back hard. 

    I thinking of doing a forced super chilled reservoir so combat the over heating. 
    < building a reservoir in a closed box and use dry ice to super chill it. > [ at what point does this turn into mad hatter crazy  ]

    I'd just use either the Intel Processor Diagnostic Tool or Intel Burn Test (really stressful) for a stress test..Quick stability testing.

    However, I'm not to sure on the cpu degradation factor. While it is stable with no crashes/errors 82c is not stable number I like looking at.

    If I were you, I'd delid that chip and redo the TIM under the IHS. A chip that old is bound to benefit from fresh TIM on the die.

    I thought the qx9650 was soldered, Am I mistaken ?

    After much eyestrain under a microscope, It seems that I've cooked the board and many parts need to be replaced. 

    Would it be cheaper to replace the mainboard or replace the parts and do a reflow on the board ?
