Sadly this does not help to enter UEFI since I do not have that UEFI Firmware Settings button.
Yesterday I tried to reset my bios to maybe fix the problem.
Big mistake, since I go no picture whatsoever. I still had my old GTX 580 and with that, I could enter my Bios (UEFI) and reconfigure it.
After plugging my 1060 back in it still takes the graphics card ages, around 3 minutes after starting my PC, until I get a signal on my screen.
So it seems the problem is that the card does do nothing for the first couple of minutes after boot and then somewhere during the windows login screen it decides to start outputting an image.
Tried with both HDMI and DP cable but I get the same behavior.

/edit changed the description of the thread
/edit2 I am not quite sure if my hands have moved faster than my head and I updated a card that does not need or is not suitable for the update. Part Number 06G-P4-6163-KR is listed on the thermalmod page but the site can't find the serial number of my card while a registration of my product with that serial umber was possible.
Is there an official method to revert my bios back to 86.06.0E.00.60 if i did something wrong or is there only the option with using techpowerup.com?
(if Ii did something wrong it confuses me that after the Bios update my games ran more stable and I even hear the fan start to do something. Before the update, the card would go to 80°C and there would be no fan noise ever.)
