New XC3 Ultra 3080Ti, hot and fans loud

I just got a new XC3 Ultra 3080 Ti and this card is running hot and the fans are ramping way up.  
 
At idle, it stays at 60c which seems high.  But as soon as I go into any game, the temp soars to 83c and the fans go up to 70% and it is VERY loud.  The loud card I have ever had.
 
I have the latest Precision X1 installed and it did update the firmware of the card the first time it ran.  
 
Is this normal?  If it is normal, and I want quieter operation, can you help me achieve that in X1?  Do I just move the power target slider off 100% and down to like 80%???

    In the Nvidia Control Panel "Manage 3D Settings" and then "Power Management Mode" make sure it is set at "Normal" and not "Prefer Maximum Performance" so that the card will downclock automatically when not in a 3D application.  My 3080Ti idles at 280Mhz and 27C at this setting.  Make sure to reboot your system after making this change to apply the new setting. 
     
    You can set a custom fan curve in EVGA  Precision X1 or use the preset Stealth and Aggressive fan curves.  I use the Stealth preset and my card will mostly stay under 70C in most games.

    Thanks.  I did go into power Management and verified it was set to Normal.
     
    I set the "stealth" setting in X1 Precision for the fans.  I guess I'm just surprised the fans are so loud at 55-60%.

    After getting some time to tinker around with a friends 3080 Ti FTW3, I can say these temps and what not look to be in line with what you can expect. His tops out around the 83-85C mark and fan do spin up quite audibly and it idles in the mid 50s C with the fans at 0 RPM. Your card seems rather normal.
