But then there could be in issue with this Driver and why we cannot download it ATM from Samsung’s webpage
3.0 did caused a lot of issues under Windows 10.

I don't notice any difference between driver version 3.0 and this new 3.1 version.  The only change as far as I know from 3.0 to 3.1 is added support for Win10 1809.  You would want to use Samsungs NVME driver over the basic Windows driver though.  There you will see a performance gain.

I updated my 970 evo pro firmware and it brought speeds up to what they should be, so I'm not messing with it.    I'll see what the driver does over time before I elect to install.

If your Rig is stable, I would be slow to change drivers
 
You should also make a Full Image of your drive First

Magician says my 970 Pro and 970 Evo drives are up to date on their firmware. I don't see firmware updates for the 970 series on the website, only 960 and below.
Running the Windows NVMe driver CrystalDiskMark6 gives me at or above advertised R/W speeds but the IOPS are a bit low. I think I will hold off on the driver update.

According to the Magician performance/benchmark test it shows my 970 evo read/write speeds of 3544/2485, not sure how accurate the test is but I'm satisfied using the Windows driver.

Magician and CrystalDiskMark6 give me the same results so I'd say your good. I'm getting 3566/2529 on my 970 Evo 1TB and 3563/2348 on my 970 Pro 512GB. I'm happy with that.

After I installed the Samsung 3.1 driver I started seeing lots of spinning wheels when opening programs. Things just seemed to take longer and there was lots of thinking going on with simple tasks like opening a web browser. Shut down was still pretty quick at 5-6 seconds but startup would take 25 seconds. A restart would take up to 40-45 seconds.
 
I uninstalled the Samsung driver last night and now shutdowns are 4 seconds, cold boot 13 seconds, restart around 20 seconds. No more "thinking" as I open programs. They just open.

I installed the Samsung drivers last night. I was running the Windows driver. After the install I ran PassMark Disk Mark. My numbers went from mid 27000's down to low 27000's. I re-ran right after and score went down to 26xxx's and then 25xxx's. I uninstalled the drivers and the scores went to mid 27000's. I had some overheating issues caused by user installation error. The forum helped and fixed the problem this morning. My scores shot up to low 28000's. I re-installed the drivers with ending with the same results. The first run was low 27000's followed up by two runs of low 26000's. Uninstalled, restarted, and re-ran with scores back in the high 27000's.
 
I am wondering if this driver is some how supposed to help with future reliability or something?

I installed the Samsung drivers last night. I was running the Windows driver. After the install I ran PassMark Disk Mark. My numbers went from mid 27000's down to low 27000's. I re-ran right after and score went down to 26xxx's and then 25xxx's. I uninstalled the drivers and the scores went to mid 27000's. I had some overheating issues caused by user installation error. The forum helped and fixed the problem this morning. My scores shot up to low 28000's. I re-installed the drivers with ending with the same results. The first run was low 27000's followed up by two runs of low 26000's. Uninstalled, restarted, and re-ran with scores back in the high 27000's.
 
I am wondering if this driver is some how supposed to help with future reliability or something? 


Very good question and also why are they NOT under Microsoft's Windows DCH Driver Program?
