New EVGA Hybrid CPU Cooler for GTX-1080 Ti Causing Issues.

I just installed a Hybrid CPU Cooler for my Asus GTX-1080 Ti FE. Card worked perfectly fine before installation of Hybrid Cooler. After install, I downloaded Precision for monitoring purposes. No adjustments made.
I noticed immediately that idle temp is 56c + with fluctuations to 65c. ( I then verified temps using three different software monitors. )
Within seconds of launching any benchmark or game, the shroud fan kicks up to max and promptly freezes my computer. Only a hard reset willwork. Nothing functions.
I reset bios on motherboard to factory settings. No change. ( Black screen, hard freeze )
I uninstalled all GPU drivers and reinstalled. No change. ( Black screen, hard freeze )
I then removed the shroud and double checked connections, reinstalled paste, checked all included thermal pads for proper placement. No change. ( Black screen, hard freeze )
I then ran a second PSU to just the GPU to eliminate the PSU. No change. ( Black screen, hard freeze )
Symptoms: Shroud fan shoots up to max and within seconds, hard freeze, as soon as any benchmark or game is started. 
 
Any suggestions or something I may have missed?

    Dont sound good. Time to install the old cooler and see if the card is still fine.

    Would have been nice to have gotten some advice instead of just moving the thread.

    So remove the brand new cooler to see if my card is still good to see if the brand new cooler burned it up?

    Put the stock cooler back on and see if you can reproduce the issue.
