New 3070 Ti XC3 causing programs to crash

So I recently got a 3070 Ti XC3 and I installed it into my PC, downloaded drivers and everything. The first one 3D mark kept crashing and other games I tried to play and I have no idea why. I upgraded my PSU to a 750w and I still had the same problem. I tried undervolting and even fresh installing windows 10 and that didn't work either. So I sent it into the RMA process.
I got my replacement and installed it and downloaded drivers without restarting and everything was fine. 3D mark went through smoothly and I played Genshin Impact without any of it crashing. That was until I restarted my PC and everything was crashing again. 3D mark timespy test instantly crashed and Genshin crashed randomly. I tried using an older driver like one back in June and it was pretty stable. But everything still crashes. Also note I use DDU to uninstall drivers and installing new ones. No idea why everything was working fine before I restarted and then after the restart everything went wrong. Temps average around 60 to 70 so it's not overheating. Board power draw gets to around 230.
Going back to my 1050 Ti everything works completely fine and no crashing whatsoever. So I'm stumped. Why is this new card not working for me?

    Ok so update. I changed the PCIE setting in bios to gen 3 and 3D mark ran through just fine. Before I kept it always kept crashing even after every restart I tried. But when I changed that setting to gen 3, 3D mark ran perfectly first try. Possibly could have found the error but not exactly sure but it's working. I restarted my pc again and tested 3D mark and its working with no crashes and errors so I think I'm pretty confident that I solved the problem.

    I have seen this problem with PCI-E extension cables in the early days of these extension cables. There's a PROBLEM with Riser Cables  (Hardware Canucks Dec 27, 2020)
    They finally have proper shielded PCI-E 4.0 cables now (2021 ones) that don't cause these and other issues. BUT still, it is an issue case when you damage them by just over-bending them.

    In your cause i will assume that your HDMI or DisplayPort cable is not proper shielded and has no EMC shield...?
    So my blind suggestion would be to research and buy proper length EMC shielded cables.
    That said, some monitors don't play nice and have issues with PCI-E 4.

    Here is a 2 weeks old EU EMC Regulations scientific report of tests that conclude that brands don't sell proper shielded cables for HDMI and COAX.

    And i heard Linus from LTT say they are doing a video about HDMI cables soon, maybe they will have EMC tests in the video or something proper who knows.
    Yes, yes, i know LTT is not that scientific, but they can come to good conclusions some times.
