While I was researching for my next upgrade, (was thinking of i9-9900k clocking to 5 GHz),  I came to realize that my RAM is running at 2133 MHz by default. Here is the spec of my rig:
i7-5930K
Noctua NHD9L with a 2nd fan
32Gb Corsair Vengeance LPX DDR4-2666
EVGA X99 Classified
EVGA SupaNOVA 1300W Gold
EVGA GTX 1080Ti FTW3 Gaming (3 fans) x 2 in SLI
2TB Samsung 850 EVO SSD
3TB WD Black HD
Everything is running at stock settings. But there was a lot of stuttering while playing Shadow of Tomb Raider and COD WWII Multiplayer. I had tried disabling SLI, the stutter was much reduced. An online gamer suggested to me that my RAM might be the cause which eventually caused some sort of bottleneck and hence the stuttering. I have just bought an EVGA CPU water cooler as I am thinking of overclocking the CPU to 4 GHz. As I am a total noob in overclocking. I would much appreciate it if some advice can help me to do it. I have already read some of the responses within the post about how to get M2.2 works with X99. It made me more puzzled. I mean where to start. CPU or RAM or both? Thank you very much for your help in advance.

Intel® Core™ i9-9900K Processor FCLGA1151 X99 FCLGA2011-3 so the Memory may or may not work on your New Motherboard.
For an SLI setup I would pass on the i9-9900K Processor: Up to 1x16, 2x8, 1x8+2x4
What is the Model Number of your Corsair Vengeance LPX DDR4-2666 Memory?
If CMK32GX4M4A2666C16R then the Max is 2666MHz using XMP1 Profile.
I am using this Memory on my X99 FTW K Motherboard using XMP1 with the CPU set to 4300MHz View System
In Auto Mode this memory runs at 2133MHz.
    Memory Size: 32GB Kit (4 x 8GB)
    • Tested Latency: 16-18-18-35
    • Tested Voltage: 1.2V
    • Tested Speed: 2666MHz
    SPD
    SPD Latency 15-15-15-36
    SPD Speed 2133MHz
    SPD Voltage 1.2V
    Speed Rating PC4-21300 (2666MHz)

Take a look through here if you haven't already > https://forums.evga.com/EVGA-X99-Quick-Overclocking-Guide-m2208949.aspx

As far as your ram speed goes, if it's rated for 2666 as you show above, try using the XMP profile in the Memory settings page of BIOS.  See how that works out.  Some members have had issue's using XMP profiles, others have no issue's.  I never had issue's using XMP on X99 or X79, but did on X58.  Just test it out.

I would not recommend trying to run your memory at 3000 as it will require Bclock overclocking which is quite a bit more involved then just increasing the multiplier and increasing voltage(s) as shown in the guide above.

Thank you very much, bcavnaugh, bdary for your response. The model number for my RAM is CMK16GX4M4A2666C15. SPD latency is  15-15-15-36. SPD voltage is 1.2 Volt.
Since it is only running at 2133 at the moment, I am only going to clock it to run 2666 max. At the same time, I want to oc my cpu to run possible at 4 GHz. But I will only do that when I receive the cpu water cooler. At the moment, due to the fan of the Noctau CPU cooler, I am worried about overheating the ram as I cannot put a memory fan on them. So, I will oc the memory when the cpu water cooler arrives, should get it in two weeks time.

You should be find using XMP1 Profile
    CORSAIR CMK16GX4M4A2666C15 4 16 2666MHz 15-17-17-35 1.2V Using Slots 1+3+5+7 Listed as Supported on EVGA's Website.
Some Memory will also change your CPU from Auto to 38 and that is ok, change yours to 42 to run at 4200MHz keep the rest set to Auto.

Hi, bcavnaugh, I actually have 32 GB so all 8 slots are used. Does that make any difference to your suggestion?

No you should be fine. This Memory is Dual / Quad Channel.
Some members have reported issue using two Kits but I am as well and not having any issues.
Being under Air on the CPU I would start @ 40 on the CPU to run @ 4000 MHz and see how your Temperatures are.

Update: this EVGA X99 Classified motherboard... is weird. I was trying to OC the CPU but had to abandon it due to husband duty. I just changed everything I had changed back, well, basically, everything back to auto. But when I clicked on SAVE and RESET, it didn't. I didn't notice it until the next day, I noticed the CPU package temp was hovering around 79, 80 while I was playing COD WWII. It was never that high. CPUZ told me that my CPU was running at 3.8 instead of the stock, 3.5!
The EVGA CPU water cooler kit had arrived but before I install it, I tried to OC the CPU using the stock fan which was how the above incident happened. Now, the CPU is running without any OC but the memory is running using XMP 1. This time I checked with CPUZ first. The memory is running at 2666 now. Everything is smooth. COD WW2, both GPUs never reaches 70 degrees and the CPU never reaches 60 degrees. The stuttering I mentioned before, I suspect that it is NVidia driver issue as it doesn't stutter now. I just thought, do I really need to OC the CPU? This is getting dangerous as I may contemplate upgrading to i9 9900k. Damn, my wife will kill me....

Well, if you buy an 9900K you'll need a new motherboard as well (the X99 works for the 5000 and 6000 series Intel CPUs, and the Xeon V3 and V4).

Or you could just OC the CPU / RAM that you have, and as long as you aren't gaming at 1080P you'll have almost the same performance as the latest and greatest. A higher resolution moves the bottleneck away from the CPU and onto the GPU.

Hi, Arestavo, LOL, of course, I know that, been looking at what the upgrades will involve - new motherboard, 9900k, 16 or 32 GB new DDR4 3000 RAM, and a Core X9 Cube. Hmmm.... I am gaming at 2560 x 1440. I mean, I am quite happy with this machine. But I just saw a benchmark result on 9900K by a computer company that specializes in building computer catered for customer's need (and it doesn't include gaming). It came out top, better than 12 cores CPU, by quite a margin as well. I just thought. With 9900k and two 1080Ti in SLi, 2TB SSD, I am set for another 3 at least.

Your current rig will allow for that too. Your temperatures seem a little off, and should be much lower with current clock speeds. What cooling setup are you using? You should be able to push your chip to 4.2 with ease before worrying about thermals, and that’s if you have a very early sample.

Running 3000 MHz memory on X99 requires using the 125 MHz BCLK strap. Your benefits are nigh on zero, so I wouldn’t worry about the hassle that it will likely cause you.

With regards to that system beating out a 12 core, yes, easy. It’s heavily dependent on the test(s) that they run. A lot of applications prefer raw clock speed over cores - to a certain extent, of course.

It depends... if you're gaming at 1440p 60hz, adding more CPU horsepower isn't going to net you much change. If you're at 1440p 144hz, then upgrading your CPU (platform) would be of more benefit. Just increasing your memory speed from 2666 to 3200mhz will net you a another ~5-10% in newer titles. So if you've got the itch, don't gimp performance with slow 3000mhz memory, get the fastest your better half won't knife you in your sleep over...

This is fixed this with BIOS updates. You can run up to 4000mhz XMP profile memory using 100mhz bclk (meaning the BIOS has support for it, not that it will work )

Sorry, damn, I can even say what I wanted to say.... I mean I like my current rig, really. I am using Noctua NHD9L with 2 fans since 2016. But as I said before, I unknowingly set the CPU to 3.8 and the temp gone up to 80 degrees while playing COD WW2. The motherboard is not pushing the fan at all. But I have just found a post that showing how to use two software to set up a fan curve so that the fan can speed up in corresponding to the temp.
I have no more intention to push the memory beyond 2666 now as everything is running smoothly and low temp. Oh, probably the weather has changed. 2 degree this morning in London, slightly colder at home, a few miles outside London's boundary. So, it looks like I wasted the money buying that EVGA 240 CPU water cooler.

Nawh, you didn’t waste your money. That Noctua is a little small for the CPU under it. You’ll see noticeable temperature improvements.

Better cooling means more OC headroom in the future. All you’ve got to do is ask, and we will assist. :)
