   I bought My card from EVGA on the 13th and it arrived on the 20th.
The day after I bought My card, the price was lowered 100 bucks,
Cust Svc rep said tuff luck......   Policy.
Nothing but system crashes at first and could not run a single
benchmark test without the whole system crashing.  XOC does not
function at all, I have uninstalled it and shut system down and 
then reinstall and shut system down and XOC wont allow me 
to hit SETTINGS button without disappearing and not showing
up in taskbar as running. 
  At one point after a crash, My BIOS2 message on the screen
was not expected, but after re-boot I was able to run benchmark
tests and the system does not crash anywhere near as much.
Probably because XOC is not running? I would really appreciate
some advice as to get XOC Stable and get into settings so
I can have it start up with PC.

So I downloaded EVGA X1 and as of right now, things have gotten
so much better then the first few days I have had My new GPU.

XOC wont allow me to hit many buttons without crashing 
especially the settings button, which is slightly important to Me.

 Time will tell.     Thank You all for Your help.

I'd recommend using msi afterburner instead of precision xoc as it's much more stable. That error usually means your card is unstable. Which video card do you own?

Make sure you Manually remove the leftover files (Program Files X86 & scan Registry for leftovers), after uninstalling Precision XOC & rebooting
 
Best practice during installation; is to Stop ALL background software, including security software / go offline - with Security turned off
 
Did you use DDU to remove the previous Nvidia Driver ?  use safe mode with reboot

I messed with the bios and now at least it is not crashing as much
and I now can play the Destiny2 game.

I cant believe the cost of 1150 CPU socket MB's now !!!

So the price of a 1080Ti finally comes down 
and the price of OLD stuff goes way up.

Guess I will have to sell the cpu and mb on ebay
and go with a new setup.

FTW3 DT 1080Ti that I hope I can use the Step Up Program to get a 
2080Ti that I can water cool.


At least I can do benchmarks now and many other
things that I could not do before.  

Hard to believe that the XOC evga program 
is not better for stability.

X1 seems to be working well enough to at least run a test and pass it.

I did not pay all that cash to us afterburner and not have all of the 
information on the 9 sensors on My card.     imo
