I think I'm doing this right, but it's still not working, so I was wondering if someone could help:

I got a 1070ti FTW2, installed it, and then installed the precision XOC.  I put power target all the way up on the front menu, put the temp target to 85 with priority, and then ran the full test.  It went through the test and I click on apply, yet it does not apply, the button is still lit up and there's no changes to the front menu.  Any assistance would be appreciated.

Might want to try a older version.

Try using KBoost, as I am assuming you are using a EVGA GPU. If you are using an EVGA GPU, then the option should be enabled in XOC. I personally use x16 instead of XOC because I do not use EVGA GPUs (yet), but x16 allows KBOOST on all NVIDIA GPUs with a P0 power state, regardless of brand. EVGA blocked KBoost on non-EVGA models in XOC, hence why I use x16. KBoost practically forced the GPU to P0 power state, which allows the GPU clock to be manually adjusted in real time (not required to run an application to test the setting). The only bug with this is that GPU load will be showing 0% for nearly all overlays, however with the recent Windows update, in task manager, GPU monitoring is working properly, and shows accurate load monitoring.
