My new 2080 ti causing system instability

I am not sure if this is normal but I am getting some hitches and hard freezes in games and windows sometimes. In windows my mouse would freeze for 3 seconds each freeze a second long; same happens in games as well.
 
At times I would get black screen flickering with gsync on as well, would be fixed through a restart.
 
I do not have an issue with my 1080ti ftw before this card and I've tried cleaning drivers and installing different ones as well. I have tried switching pci slots. The card is only about a week old.

Processor: Intel® Core™ i9-9900K CPU @ 5GHz
Memory: 32GB @ 3600Mhz
Hard Drive: 2x Samsung Evo 850 1TB, Samsung 970 Pro 1TB NVME

    Dont sound fun.. are all your drivers up to date? Like chipset and pci-e drivers?

    How about your cpu/mem overclock? Have you went back to stock settings to see if the issues still continue? Would'nt be the first time a 2080ti card put enough stress on a system that a non stable overclock would show up.

    Yeah everything is at stock , with no overclocking. I have the lastest drivers for chipsets as well.

    Sounds like the GPU :/. Hopefully someone else has a better idea.

    This happens on desktop too sometimes when i launch something like superposition.

    will probably go through the RMA process since its out of stock at newegg. Im going to do a fresh install of windows just to see if it does anything

    My new card has been working well but I notice a quirk that I havent seen before. While gaming, when I visit a webpage like reddit, it drops the GPU clocks for a second and causes a stutter in game, that happen to anyone else?
     
    Turning off hardware acceleration on chrome seems to remove the issue but I havent notice this before.
     
    Edit: Firefox doesnt do this either
