Have you performed a clean install of graphics card Drivers? Removing old Driver's using DDU in safe mode and then installing latest GPU Driver. What is your computer hardware,What OS are you running. We need more info to properly help you.

Load into the bios, and load optimized defaults then save and exit the bios. See if that fixes it.

Cool GTX What was your Old GPU & what driver were you running ? And all the questions posted above Check this Nvidia Tool
Remember to turn Windows 10 Fast Startup OFF, when upgrading drivers, firmware or hardware
Windows 10 there is a new “hybrid” startup mode that should cut down on boot up times - It does this by putting the PC into hibernation instead of "fully shutting down."
Windows Central - How-to Geek Run safe mode with reboot to remove old driver - if you can not, then install your Old GPU, run DDU safe mode with shutdown, change GPU & reboot Make sure you follow All safety precautions - like removing Power from wall & allow PSU to discharge before adding or removing Anything to your MB, because if it is plugged into the wall there is Still power to the MB - even when it is "Off"
What would be the case where the bios is latest?

? what are you asking about - the MB or the GPU ? What types of cable from GPU to Monitor have you tested ? Tell us about your PC hardware, Monitor, OS What was your Old GPU & what driver were you running ?What happens when you BOOT into Safe Mode ? Does your CPU have a builtin graphics - "iGPU" ? If so, connect it to your monitor, go into BIOS of MB & disable the iGPU

If you can get into the BIOS, check that the Boot Disk Priority is correct, set to boot from the disk with your OS on it. Sometimes when installing new hardware, the Boot Disk Priority can get messed up and changed to a drive that that has no OS on it, consequently booting to a black screen with a blinking cursor. I have had that happen a few times when physically installing or physically removing and reinstalling a graphics card.

Does this issue happen when the computer is booted into safe mode? Does it happen at other resolutions like 800x600?

The boot disk priority is like HDD>>USB>>DVD. Seems to be what you are saying.

Try a different keyboard... some wont recognize at boot up for a variety of reasons.

You need to list all your hardware such as motherboard, CPU, RAM, PSU, drives..Also the OS you're using.

So if you remove your new gpu, and install an older one the pc boots up just fine?
