Have you performed a clean install of graphics card Drivers? Removing old Driver's using DDU in safe mode and then installing latest GPU Driver. What is your computer hardware,What OS are you running. We need more info to properly help you.

Load into the bios, and load optimized defaults then save and exit the bios. See if that fixes it.

? what are you asking about - the MB or the GPU ?

What types of cable from GPU to Monitor have you tested ?

What happens when you BOOT into Safe Mode ?

Does your CPU have a builtin graphics - "iGPU" ?  If so, connect it to your monitor, go into BIOS of MB & disable the iGPU

If you can get into the BIOS, check that the Boot Disk Priority is correct, set to boot from the disk with your OS on it.

Sometimes when installing new hardware, the Boot Disk Priority can get messed up and changed to a drive that that has no OS on it, consequently booting to a black screen with a blinking cursor.

I have had that happen a few times when physically installing or physically removing and reinstalling a graphics card.

Does this issue happen when the computer is booted into safe mode? Does it happen at other resolutions like 800x600?

The boot disk priority is like HDD>>USB>>DVD. Seems to be what you are saying.

You need to list all your hardware such as motherboard, CPU, RAM, PSU, drives..Also the OS you're using.

I am on GTX 1660 XC and my MB bios is updated to it's latest version. I have a i5 With 8GB ram and 1 TB hdd.

This is NOT a full list of your Hardware  Bob asked for ...eg the motherboard model and revision , it may not even be compatible with a modern GPU like the GTX1660  ie no UEFI Bios. this problem goes back years as far as the 750ti at least
