My Refurbished GTX 980 crashes my pc when I try to play Planetside 2.

The GTX 980 Ti GAMING ACX 2.0+ I got after my RMA crashes my PC when I try to play Planetside 2 and do not underclock it. After weeks of trail and error I realized I have to underclock my GPU -201 Memory Clock and -90 Core Clock (which is the maximum underclock i can do with afterburner).
 
With the underclock my PC still crashes when I launch Planetside 2 on low settings. I have to delete my UserOptions.ini or have to be erased/be-reset due to the crashing of my PC.  On Medium settings and a maxed out underclock I can launch and play the game, but when I lower my lighting and effects from medium to low and restart the game for the changes to take effect (I used to be able to play on these settings from the help of my underclock) my PC has begun to crash .
I do not want to play the game with any settings on medium because I need the most frames possible.
 
The game as become unplayable by principle of having my settings low.
I do not want to play on Medium settings and lose frames.
Does anyone know why this is happening?
Does anyone know how to fix this?
I know the Refurbished card is messed up, but IDK if this is fixable...

After turning on and changes 1 setting at a time.. too 50 minutes. i realized it was just the "graphics quality" setting.
On low = crash (medium = good) [high = also fine]
I tried my roommates 980 TI and it didn't crash but i don't remember if graphics quality was low or medium...

    Try testing the card in another pc to see if you can replicate the crashing.

    It started smoking... and is now unusable... I'm selling it.

    Selling it? You are going to sell a defective card? Poor buyer.
    RMA it again, or chuck it in the e-waste recycling bin.
