My GPU fans stop spinning when i exit Precision 16?

Hello Evga community,
 
I'm new to the world of overclocking and pc in general so bear with me if it is a noob issue :P
I have just tried my first OC for my gtx 970 and saved as Profile 1, with enabling "START WITH OS".
It does start after reboot, and when i exit Precision the GPUZ shows the card is still using overclocked profile. However, my fans stop working (which i think shifts to stock fan control).
As soon as i start Precision again, the fans will start working again according to my custom fan profile. Is this normal???
 
1) My issue is, can i save my fan profile in precision, and let it work even when i quit precision (just like clocks are) ?
 
2) my 2nd issue, also i figure how to work OSD, but i have no idea how to enable framrates (which is disabled). 
 
Help will be very appreciated guys.  thanks in advance!

    A custom fan curve cannot be maintained once Precision is closed.  Precision must remain open for the custom fan curve to work.  This is because the only way the custom fan curve can work is if there is software monitoring the card's core temperature and adjusting the fan speed accordingly.  Only the card's BIOS is able to automatically control the fan speed without additional software.  The video card's BIOS is what is used when you don't have Precision open.

    Thanks ALOT for the reply. I've been searching the net for answer, but hardly found anyone with same issue and was boggling my mind. 
    One last question:
     
    I have my profile at Power Target 105%. I was just playing Metro, and gpuz actually shows that the "highest" power consumption of gpu actually reached 109%. Does that mean my profile is not working??

    Hello,
     
    My gpu fans stops as well when exiting precision x. They wont start when i play bf4. I pushed the default button in precision x and have not saved any profile. I dont want to use precision x any more, but my fans wont start unless i use it. My fans wont start even if I uninstall precision x. I'm using a GTX 1070!

    Welcome to the forums!
     
    What's the temps that you're seeing when you're not running PrecisionX? You can monitor the temp with GPU-Z. If the card's not going over 60°C, the fans won't come on.
