My EVGA GTX 660 Ti is making VERY annoying fan noises

It was a replacement for a GTX 570 which has lifetime warranty. 
 
Great card still, I play older games when I play games rarely but the noisy fan is unbearable. I even make sure it's clean but even when idle it is constantly whining and going brrrrrrr. I tried their EVGA Precision X1 software and it shows fan is at 30% at least all the time. I tried to change fan speed manually too see if it helps but it won't change it to whatever I try setting.  
 
I have opened a warranty ticket and hopefully they can fix or replace it.

    When considering fan wine, bearing failure is an obvious culprit.
    Unfortunately I would probably assume that qualifies as "still working but in the process of failing" which is likely not covered by warranty (although I am by no means an authority on that matter).
    Depending on your motivation level, you could consider purchasing replacement fans at a reasonable price (although OEM parts will be difficult to acquire).
    Alternatively, a full disassembly cleaning would be more through than a simply dust blow off, but carries with it additional risk/technical requirements.
