I can confirm that stuttering happens a little less to an extent in singleplayer (still existent) but gets worse in Multiplayer. Odd though, With battlefield 1 the stuttering includes the movement of the weapon from side to side as well. If I pin the FPS around 60ish... the movement is smooth. Although the background still exhibits stuttering.

Is there any possibility my processor could be causing this stuttering?
I'm really straining my memory here, but I had an i5 6600K in this system for about 3 weeks. I believe... that when I first downloaded the game, I played it when it only was 30% downloaded and only had Singleplayer. I played at Ultra settings, 1080P 60hz without Vsync and no frame caps. I think I remember singleplayer being extremely smooth, no problems at all.
Multiplayer however... is a bit more difficult to remember. After installing the full game and logging into multiplayer, I was noticing a CPU bottleneck, with GPU usage drops and some stuttering. After that I turned on Vsync and never played the game without Vsync again, until a few weeks ago when I got my 1440P 144hz monitor. I however think I remember multiplayer being smooth apart from the occasional freeze or stutter.
I didn't play any games other than Battlefield 1 really, but I remember I tried Battlefield 4. I think.... I think I remember Battlefield 4 being smooth without any caps for the maybe 10 minutes I played it.
I know for a fact that ever since i've had my i7 6700k, using a 1080P 60hz monitor without Vsync would get me terrible stuttering. With my current Gsync monitor, having Gsync off would get lots of terrible stuttering. Even with Gsync on I still get microstuttering.
Whats the best way to test if my CPU is the culprit? I've since then sold my i5 6600k... promised it to a friend. I've already run the intel CPU diagnostics tool and it came up clean. Next is probably going to be AIDA64, anything else?

You started playing a game when it was only 30% downloaded? Did you ever uninstall/re-install it? You swapped an i5 for an i7? Did you clear the cmos when you did the swap? Just my 2 cents here, but if I was having all the issue's you are, and after all the troubleshooting you've done without the issues resolved, I'd start from scratch. Fresh OS install, fresh game installs, fresh everything... But that's me.

Battlefield 1 can be played at 30%, it's just single player. Lots of games have this.
CMOS was not reset when the CPU was swapped... The OS was reinstalled though. (So yes BF1 was reinstalled)
And I've fresh installed everything a few times already. After swapping the I5 for an i7 I did a clean OS install. After switching to a 1080 there was an OS reinstall. I did an OS reinstall just about a week and a half ago. Copied absolutely nothing over each time. It was just a wipe of the drive, install via USB, chipset and GPU drivers and then games.

I have updated BIOS since then, doesn't updating BIOS reset it as well?

Yep. I doubt your cpu is the issue. Try disabling all cpu power saving features to see if it makes a difference.

CPU was honestly the very last thing i'd suspect, but I honestly remember games running pretty smooth when I had the i5 in this system. I transferred that i5 from my last system, which had 16GB of ram and a 970, using the same 1080P 60hz monitor. Id be playing games like Battlefield 4 at 100-120 FPS and I wouldn't be getting any stuttering or screen tearing. Old system pushed really high frame rates and Id never used Vsync before

I went into BIOS, looked through everything, I can't find any of the power features, I can't find a tab on power either. I'm sorry... I don't usually go into BIOS lol, where would I find these power features under?

If disabling all power saving features doesn't help fix the issue try running the game off all your hdd's/ssd's to see if one may be faulty.

I only see Intel Speedstep, CPU C states, CFG loco and speed shift. I disabled the two you spoke of in here though

Since you set speedstep & cpu c-states to disabled everything will be disabled and you're good to go.

Gotcha, well... that's unfortunate :( Gsync/ Vsync off = stuttering + Screen tear Gsync off, Vsync on = no screen tear, but stuttering lol

Yes, you can set them back to default settings if you want. I personally run my system with all power saving features disabled.

Alright, ill go ahead and install Battlefield 4 onto an SSD and see if that does anything. Its a new Samsung 850 EVO, Crystal Disk info shows good health, so Im hoping its not the SSD lol

A bit of an unrelated question, how long are restarts supposed to take on an SSD? It takes me 15-20 seconds just to start the reboot, PC stays on the "Restarting" screen for that long before it starts to physically reboot. Seems a bit slow, shutdowns take a few seconds lol

That isn't right. Mine usually restarts instantly or within like 3 seconds.

Well... confirmed my suspicions. Its like everything in my system is malfunctioning lol.
I've unplugged external drives, and the drive is nowhere near full, I think its always kinda been this way too. I'm drawing a blank... which program is it that measures SSD read/ write speeds? If the read/ write speeds are normal, and the SMART data via Crystaldiskinfo is normal, then I can assume its not the SSD. If it isn't the SSD, then would you at this point guess all my problems could be motherboard related? I know a malfunctioning motherboard can cause attached components to malfunction

CrystalDiskMark or Atto will measure ssd read/write speeds. The slow reboots could be because you're running too many programs in the background.
