Low utilization in some games on my 3080 XC3 Ultra

System Specs:
CPU: 8700k @ 4.7 all core
GPU: 3080 XC3 ultra stock
Ram: 16gig @ 3200
PSU: 750 evga g3
Monitor: LG 27GL850-B 1440p 144hz (is gsync compatible and I ran stuff with and without it turned on)
 
I used DDU when I first got the card and have since done a clean install of windows as well.  My card won't stay close to 100% for a few games and benchmarks for me.
 
Port Royal is the only benchmark where it stays at 100%. This is my score:https://www.3dmark.com/pr/531718
 
On Time spy in the first part of benchmark the gpu will be at close to 100% at times but will fluctuate and I saw it go as low as 40%.  In the graphics test 1/2 it stays in the 95-100% range. This is my score:  https://www.3dmark.com/spy/15521972
 
Been playing through control with rtx and dlss enabled and I get 90-100% and seems to work really well.
 
Ghostrunner performs the worst for me.  With rtx and dlss enabled I'm at 20% cpu and 50% gpu with around 60 fps.  I've seen youtube videos with people getting over 100fps.  If I turn rtx and dlss off then I'm at 20% cpu and 99% gpu with 180fps. With rtx on and dlss off I get 20%cpu and 99% gpu but that will dip in the 70-80's as well.
 
The card came with a copy of Call of Duty Cold War. With the HD texture pack downloaded and rtx and dlss turned on my GPU is around 60-80% with CPU around 60%.
 
Running the Horizon Zero Dawn benchmark on ultra settings I'm at 70% cpu with the gpu sometimes at 98% but will see it dip in the 70's and 80's
 
In Apex legends with everything maxed out the GPU is around 60% with CPU around 30% but I think this is because of my gysnc monitor as the frames stay right at 143fps.  Even if I turn off gync though it stays the same and maxes at 143fps.
 
I download the witcher 3 just to see how that ran and it put my gpu at 99%
 
It doesn't seem like my cpu is maxing out and I just don't get why my 3080 isn't maxing out.  Doesn't seem like there could be something physically wrong with the card as it is capable of maxing out like it does in some stuff.  Anyone have any thoughts?

    Short answer: You are CPU/RAM bottlenecked and not getting full utilization of the 3080. 
     
    Long answer: Not all Games can scale to 100% CPU because they don't all have 6-12 threads of work to offer your 8700k.  Also, the nature of Hyper Threading means threads are waiting on each other to free up execution units so it's almost impossible to get 100% CPU in games, only in extremely parallel tasks like rendering.  There's almost no penalty to running HT but you will see lower CPU utilization on 12 threads/6 cores vs 6 threads/6 cores.  If you turned off HT you'd see about the same FPS but higher CPU utilization numbers.  That's something you can test if you want to get a better idea of exactly how much CPU you're using.
     
    Also, once you push games up into the 140+ fps levels of framerates RAM becomes much more important.  In games like PUBG and R6 siege I regularly see both GPU and CPU sitting in the 70s because at those 200+ fps ultra high framerates the RAM becomes the bottleneck.

    What were the timings on your RAM?
     
    What are your goals for gaming? 
    100-140fps with 1440p or 4k ultra settings and raytracing?  You'll be fine, as shown by your Control results.
    240fps 1080p competitive gaming?  You'd want a newer CPU/4000mhz RAM for that.

    Ram is set to 3200mhz thru xmp. It's pretty nice cl14 ram so it can probably be pushed higher. The goal is 100-140fps with 1440p. The control results are exactly what I wanted but the ghostrunner results at the same resolution are disappointing. I'll try messing around with the hyperthreading. Crazy that an i7 thats two generations old is already a bottleneck.

    But even a 9900k has very similar gaming performance to an 8700k. So you have to have a 10th gen intel for this card. Or maybe the new ryzen.
