So having my pc run at full throttle quickly heats up my computer room. Since turning the ac down for the entire house is not a good solution and most of the games I play (ie FF14, Destiny 2) run more then fast enough, I have been running games with the power value set to %50. The problem is EVGAs software is causing audible hiccups (didn't matter if its HDMI or Optical). Are there other ways of slowing down the card to create the intended effect (less heat generation, slower fans) that can help me avoid the audio issues?

The first suggestion I have for you is to use a larger chassis. I have a 1000d Corsair chassis and it has a total of about 15 RGB fans keeping everything cool. You don't have to go to that type of extreme but a larger chassis with more cooling air is a positive way to solve this.

Cooling is not the problem, the amount of heat my 1080gtx produces makes the room uncomfortably warm, thus I wish to reduce the amount of heat generated.

You can reduce the Power Target and Core Clock (and some other things) and then close Precision and the settings will remain..Fan control will revert to default settings for the card, or you can set a fixed/manual fan speed that will also remain when Precision is closed.

MSI Afterburner is an alternative to using EVGA Precision and works pretty much the same way.

Using vsync, or any framerate cap command/setting available in the game, is great way to reduce wasteful power consumption.

If you wanted to uninstall Precision and Afterburner completely for some reason and still have the ability to adjust the power limit of the card, that is no problem since the necessary command is built right into the nvidia driver.

In Windows command prompt, to see present power limit:
"C:\Program Files\NVIDIA Corporation\NVSMI\nvidia-smi" -q -d POWER

In Windows command prompt, to set power limit to 70 watts (for example):
"C:\Program Files\NVIDIA Corporation\NVSMI\nvidia-smi" -pl 70

^ Copy and paste with quote marks.

Yea my monitor can only do 60hz and I vsync everything. Funny enough is ff14 isn't so graphical that it can't maintain 60fps at %50 power, but even with its internal 60fps cap if I unlock the gpu power, it will use most of it.

What else can one do? I cant suggest water cooling cause it will just pump the same heat in the room heating the room up.

Air conditioning but he's already using it.

Honestly dont buy a fast pc and put it in a small room acting like a furnace. Cant expect fast with no heat.

Heat rises.. room with a tall ceiling.

Build a fan duct for an exhaust to pump the heat out an opening or window. :)

Actually I think of it in the reverse way...kind of. I have a laptop with a 1060 in it, and now I have my desktop with a 1080 in it. If I can under power it (voltage, clocks, what ever) then I should be able to obtain the same amount of speed the 1060 has but producing far less heat and using less power. Or gaining faster performance while producing the same amount of heat and using the same amount of power. I actually use a simular tactic, turning off the turbo on my laptop's 1060 to help reduce heat and thus noisy fan speeds. On games like FF14 and WoW which didn't need bleeding edge speeds.

This was always a consideration, but no one does it so I am guessing every other conceivable solution is just better. Pretty much, if I want to duct out of my vertical sliding windows then I might as well just get a portable(HAH) Ac unit.

With a dual hose unit the air in your room is in closed loop so there is no depression.
 
But it will be pretty noisy.

Yea, I am fairly familiar with the single and dual hose dilemmas, it is probably why I don't own one yet. You can't find dual hoses at local stores so if I buy one, it needs to be proven through online research first. Hence I haven't purchased one in the spur of the moment. ;)

Irrelevant. He is trying to cool down his room, not his video card. At the same level of performance, the video card will heat up the room the same amount regardless of which cooler you use. In fact, a better cooler which "cools that monster down" will allow the video card to boost higher and increase its performance, which will heat up his room even more than his current cooler; the opposite of what he wants. Next time, feel free to read the thread before commenting.
