I only got the card yesterday so I updated to firmware 2B.FA.3F after reading the forum, didn't have much time to test until this evening and was getting 87°C so I checked and the bottom fan is stop/ starting in and the top radiator fan is not working at all, 100mm HBM fan is working fine.
I want to go back to the stock firmware to see if that's the problem so anybody can give me that file number I would be very grateful?

What you installed isn't the newest firmware it should be fa42. Download the newest pxi and install it, then open it and in the lower right corner click the little circle by the version number, a window will open where it says update click that then a window will open with firmware files, click the e200-fa42 If I remember is the newest. The last digits in the file are the created date of the firmware. They still show the fa3f file on the xdevs page as well I'm surprised it hasn't been updated yet to show the newest firmware. You should disable antivirus when doing the firmware update and then do a reboot as well then everything should be good.

Thx for PM. That firmware fixed 2nd fan as 2 now works, 3rd still starts/stops, could it be low power/wattage delivery?
The other issue is that X1 dosn't show more that 1 fan speed rpm even when 2 are at full load. I do remember beta X1 having a similiar issue?

Thanks dwexpress and fan-dabby-dozy as we Brits say, you're the man and I definitely owe you a beer.
I'm now showing two fans in X1 after rebooting in OC BIOS but I did have to do dig out a non-PWN fan I had spare so I guess it's just a faulty fan on the radiator which I can of easily get replaced. My fear is that the fan sensors were faulty on the main board of the GPU so I would have to do a return but these things are rarer than..... So I'm pleased it's just a replacement fan .

For your best performance alot of people have replaced both fans with higher rpm performance fans anyway and removed the stock fans, and you could also go with push/pull fans on the radiator as well to help even more. I used these noctua fans NF-F12 iPPC-3000 PWM before switching to a water blocks but then just moved the fans to the new radiator.

Have to agree with dwexpress, high rpm perf fans or good static pressure fans in push/pull are best thing you can do. I am using nf-a12x25 right now because of perf and noise ratio. Quiet and keeps it cool. If you don't mind noise go for ones like the NF-f12 iPPC pwm fans (3000rpm, they are really good but way too loud for my daily use) but if thats too much then like I said the nf-a12x25s.

I am correcting a previous post here, the correct way PX1 monitors the Kingpin Cards is Fan #1 is the VRM fan, Fan #2 is both radiator Fans speed, they are connected with a Y cable so there is only 1 single readout for them , and Fan# 3 is the external fan header on the end of the card so fan 3 will always be at 0 rpm's unless a fan is hooked up to that connector. There is not an RPM indicator in PX1 for the pump itself. If you are on the normal bios then the vrm fan can be at 0 while at idle unless manually setting it higher and it will only go to a certain speed, if you set your bios to the OC position then the vrm fan will always be running at a low speed even at idle, but it will go to a higher rpm in total versus what it will do in the normal bios.
