First thing I did was set a 5GHz auto OC in the BIOS, and then proceeded to run Cinebench R20.  Wow - temps got very quickly up to 100*C and then it started to thermal throttle.  I checked my VCore and it was between 1.34v and 1.36v.  I'm thinking either the AIO has bad TIM, or the all-core 5GHz OC is running way too hot at that VCore.  My idle temps are between 34 and 37 *C.
What do the gurus here think the reason might be, and are the idle temps even too high for this CPU?

First thing I would suggest is to pull the water block off and check that you are getting good contact.

Could be you are not getting good contact from the cooler to the CPU.

So the VCore voltages are okay?

They Do Run Hot @ 5GHz all cores

Vcore of up to 1.4 is considered OK, for daily driver -->[see: https://xdevs.com/guide/e399ocg/#pwrdes ] & [If you can keep it cool < 90C]

However, I'd shoot for Max stable at Vcore 1.3 for daily use

Sounds like you may need a better aio, or you may need to lower your vcore to 1.28, or you might consider a delid with liquid metal.

I have custom loop, have also de-lidded 9900K and replaced IHS with RockitCool copper IHS with Thermal Grizzly Conductonaut and Kryonaut on the waterblock.

I saw maybe 1°C drop in idle and maybe 3°C drop under stress test load. Idle temps @4900 MHz 1.258 Vcore are 34°C to 36°C at around 23°C ambient.

Not worth the time and effort, although I am considering going direct die if I get a 9900KS.

Wowza!..Is that Vcore of between 1.34 and 1.36 under load?..You can grab Intel Burn Test (the burn test from hell, watch it) or the Intel Processor Diagnostic Tool and check the real-time Vcore with CPU-Z.

Vcore Vdroop (in the OC tab of the BIOS) may need changed to allow for more Vdroop, Vcore may be skyrocketing under load.

Enable Intel SpeedStep (EIST) in the BIOS if it is not and set the (Win10) Power Plan to Power Saver in the Control Panel -> Power Options to allow for CPU downclocking to keep idle temp down.

Yes this - the 9900k vcore will really go up under load, especially when running a heavy stress program.
Put more vdroop in, I am running + 75%.
With my H150i Pro I am running core temps in upper 60's to low 70's during normal gaming.
Also unless you really need it , disable HT. It will lower your core temps around 5c or better.

Also my vcore under load will fluctuate about the same, 1.34-1.36. So you may indeed not have a good thermal connection between the H150i and CPU. How are the temps in gaming?
My idle core temps are around 27-30c, but I also have good room cooling ( around 23c).
