We have already had several explanations of why non-A cards can not exceed the limit of 112%, but what I do not understand is why Palit has a bios of 124% for these same cards, is EVGA afraid of a recent past when she had many 1070/1080 frying? What is EVGA's response to the 112% limitation while Palit has 124%? If it's marketing then Palit is up front?

Probably because they don't want those sales eating up the higher priced/higher PT SKUs.

EVGA doesn't make any money on the non-A chip cards. The only reason EVGA sells them is because they are contractually obligated to sell them at an un-sustainably low price. EVGA has no interest in making the non-A chip cards more marketable.
