It Sounds to me like you have the wrong firmware?
Can't you set your fan curves in precision?

WOW!   It is definitely the precision app.

Now that I have the two fans on the rad hooked to my motherboard, and only letting precision control the vrm fan, I was able to hit a score of 104 on Afterburner, and saw the clock hitting 2085 and even 2100 a couple of times with NO overclock set, (scanner clock numbers only, NOT game or app clocks) while the temps never even got to 48c. I think it hit 46 once maybe. Not sure.

I CAN set my curves in precision, but it acts weird. When I set the radiator fan to 100% on precision, first it takes FOREVER to finally set, and then it doesn't go 100%. It seems to go maybe 60%, and also it revs up and down, up and down. Not by much, but enough to hear it revving. I'm still doing tests.......

Check your firmware number .
One of the guys will give you the number you should be using .
Use precision to get it .
Nice clocks BTW , well done
So it was temp related after all ?
On some cards/bios , precision won't run them at 100%.
Sure I got full fan speed by using XOC and LN2.

The Superposition benchmark did better (though still not as good as I hoped it would). With no overclock it was hitting 2040 sometimes, but hit 2010 more often than not. But most importantly it had a max of 47c. Before I would have seen temps shoot up beyond 50c because apparently Precision doesn't know what it's doing.

Just because external fans are hooked to a gpu fan header doesn't mean the software will control them properly. The bios/firmware knows what the fan specs are that came from the factory, like say the memory fan had a 2000 rpm max fan. When you set the fan speed in px1 to 100% it should be real close to that plus or minus but say you decide to plug a 3000 rpm fan into the header that the bios/firmware says should only run 2000 max, in some cases the software can't control it properly because it's detecting a different type of fan. The kingpin 2080ti is this way, if you use a high rpm fan on the radiator instead of the stock fans they need plugged into the external fan header on the card which is fan 3 in px1 instead of trying to run them on the fan 2 header where they are originally.

My firmware for FTW3 was put of date , he gave me correct number to use .
You still need to put exact model of card and the model number on box.

What's the correct firmware for the FTW3 Ultra? I have 49.F9.76 and 2B.F9.76 I'm guessing the firmware is integrated in the VBIOS?

I can understand that, Sparetime, but even if I have fans plugged in that have higher max rpm than the stock fan that came with that card, it still shouldn't be constantly revving up and down,....right?

I DO have fans plagged in that are better than the stock.... I think. The fans I have on the radiator right now have a max rpm of 2000, and the fan that came with it mas out at I THINK 1700, but I'm not sure because it is a really old model fan that I've commented on before. It's hard to find good info on the stock fan. But even still it should have acted that way that it did with just a mere 300rpm difference.

In any case..... I just got done testing Metro Exodus, and it did better now too. Normally I would have had to max out the power limit in order to make good use of the OC set by Afterburner, but this time I didn't have to do this. Afterburner gave me an OC of +90 (although the average was higher), so I applied that and loaded up Metro..... Temps never went beyond 49c except when it hit 50c for a moment, (which wasn't unexpected because of the load), but only jumped to 50 before the fans pushed it back to 49c, and I was getting 2010-2040 on the clock. Before I put fans on motherboard I was having to increase power limit to 110% or more in order to get those clocks. I don't known whats going on with Precision, but it's clearly not setting fans high enough even when the curses are set to "aggressive", which is what I had them set to before.

Have to be fair mind , you gave EVGA hardware a slagging off and although I stuck with you , I've had nothing but good things from them .
It seems like your hardware is fine and running good clocks which will get better when the cooling is even better ?

But if you also have 2 fans using a y splitter your drawing more voltage from the header that was designed to draw a certain voltage for a single fan and could also cause the fan fluctuations you were having.

Now THAT is a good point, and is what prompted me to try using my motherboard. I can understand why this may be the case, but I'm still disappointed that it WAS the case. I don't like how precision was clearly only acting on predetermined voltages.

Trust me , precision will give you your firmware numbers as well as a list of firmware files , stored on your computer in the precision folder for you to use as needed.
It does , you just have to know where to look .

When you open px1 in the lower right corner you click the lttle circle by the version, then that opens to show your firmware, then depending on your card model some will have an update link you click then it opens a folder with firmware files, not all models will show the update option.

Where???

I click the little i for firmware info, I get my os, my display device (the gpu), the driver, the bios, device ID, and then two lines of firmware numbers that I posted before. nothing more.

I still don't know what model number card you are using , then we can see which firmware you should have .

Different version of precision?  I don't remember ANYONE talking about a different version of precision.

As for the slag I've been giving, I think it still applies. I'm having to go out of my way to fix all this crap, for a card that should have worked properly out of the box. The performance I'm seeing now is still only close to what I would have expected to see before. Please don't think that everything is all fine and dandy now, because it's not. It's just better now.

"Better" in the sense that now it finally seems to work as intended, but with modification needed by the consumer. If ANYTHING needs to be done by the consumer for the product to work as intended, then things are NOT fine. Just a clarification.

Just to clear things up a bit so people here don't get the wrong idea....

Yes, I am now seeing better clocks, but only better compared to what I had been getting, which was crap to begin with. I am having to run TWO fans (the card comes with ONE) on the radiator, at a constant 72% (precision thinks that 40% is "aggressive.), still with voltages set to 100% so that the card takes all it can get from the start, AND a 2% power increase to bump it up to what I could get before with 110%, AND a basic oc of about +90. I still think that what I get at stock is terrible, I've just finally figured out what was holding back the overclocking. Something I should not have needed in the first place tbh.

Silicon lottery, and temps out of control, I can understand. But when you say "bumping into the power limit" what exactly are you talking about?

Are you putting blame on the user not having the power to give the card, or blaming the card for being limited on how much it can draw regardless of how much the user has to offer?

Also, as a point of curiosity,... I have a 1000 watt psu, and EVGA states that the power requirement for my card is a 650 watt psu with two available power dongles. (yes, I have two attached) Isn't that really low for such a card as this? And why does it say under that "Total Power Draw : 250 Watts" ???  That's definitely not the card. The card has a target of 300, with a max of 373. What is this 250 nonsense?

This is what I think might be a problem with my card. Simply raising the power limit to the max does not result in better boost clocks than stock boost...

If that is the case then using a higher power limit vbios will help resolve your issue.
