Issue with EVGA GeForce RTX 2080 XC Ultra Gaming Card slightly duplicating image on right

I've been experiencing a weird issue intermittently for quite a while.  Sometimes when I wake my PC out of screen saver mode, the image of the screen is slightly duplicated in a sliver on the right side of the monitor.  If I restart, the issue goes away.  It only happens when being taken out of screen saver mode and even then it doesn't happen all the time.  My drivers are up to date, so I don't know what else to try.  I'm only using one monitor as well.  
 
The entire system is as follows:
-Windows 10 Pro
-Dell S2716DG using a DisplayPort cable
-EVGA GeForce RTX 2080 XC Ultra Gaming Card 
-ASRock Z390 Taichi Ultimate
-Intel i7-8700k
-Noctua NH-D15
-EVGA Supernova 850 G3
-16GB (2 x 8GB) G.Skill TridentZ PC425600
-Samsung 860 EVO 500GB SSD boot drive
-Samsung 860 EVO 1TB SSD storage
-Old Samsung HD 1TB for storage
-Fractal Design Define R6 Case

    Does this issue occur on hdmi too?

    I've not tried an HDMI cable.  Only with two different DisplayPort cables.  I have to see if I have a spare HDMI somewhere in my apartment that I can leave in the PC for a while, as the issue happens randomly.

    Power cycle the monitor and see if that fixes it.

    Did you try all of the DP ports on your GPU ?
     
    Turn off deep sleep if your monitor has that feature
     
    Do you have a "Certified DP cable" ? They Do Not have to be expensive - just on the list

    The power cycling of the monitor seems to fix it.  Does this mean the problem lies with the monitor?  And if so, is there anyway to fix it?  I already had deep sleep turned off and still had this issue.

    check with the Mfg of monitor for Firmware update

    What monitor brand is it?  I sometimes have this issue with my Asus monitors.  And a power cycle fixes it.
     
    Do you by chance have G sync enabled?  This seems to be an Nvidia issue with Gsync and the monitors on higher refresh rates.
