Tons of factors that can determine GPU temps. But 70c is perfectly safe and very common.

    GPU fans on Automatic ?

Are you using any OC software to monitor or control MHz, Power target, fans ?

    Room temp

    Case & fan setup

    How is CPU cooled

maybe post a picture of your PC with the side open

Yes sir i am. im getting 1800mhz-1950mhz. and my power is 98%.
i have 2 140mm infront fans and 2 120mm at the top and one at the back . room temp is 67c.
My cpu is cooled via aio push and pull config with rad sitting at the front.

That's pretty OK considering the front mount AIO, the reduced air flow to the GPU from a front mount AIO will always result in higher GPU temps.  Though you do have about the best case possible with the push pull 140mm's.  Top mount AIO exhausting would preferable.

The pic shows an ASUS gpu, is that your old setup?

Well, if you plan to run the GPU at full 124% (373w) power, crank up it's fans and move the AIO to top mount if possible.  With OC and good cooling, you should easily be able to game at 2055-2100 mhz.  Also consider a low lag vsync or gsync or frame limiter configuration etc so you're not constantly ramming the power limit, or limit power to where you are getting adequate frame rates for the game.

    Maybe.

See: Why does my EVGA graphics card run hot? and Why do my GPU clocks remain high when my system is idle? in the EVGA FAQs.

If it's not downclocking at idle, you may need to address that issue as described in the second link above..Or just leave it be, nothing 'wrong' with those temps, but I would kinda expect a little lower idle temp.

    NVIDIA Inspector

CPU idle temp is high..Maybe it's not clocking down for a few different reasons..See that the Power Plan in the Windows Control Panel -> Power Options isn't set to High performance, for one thing..No sense in running the CPU at full blast all the time, if it is.
